This position is funded by grant funds awarded by the Federal Motor Carrier Safety Administration (FMCSA). As such the Registry of Motor Vehicles (RMV) division is required to become compliant with specific federal regulations as a condition of grant funding. In this instance the federal regulation is 384.229 which requires the RMV to become compliant with the Examiner Auditing and Monitoring regulation within its Commercial Driver Licensing (CDL) Road Skill Test program.
The general requirements of this regulation are written into the responsibilities that will be required of this data analyst and the specific requirements will be written into the Scope of Services upon hire.
Duties and Responsibilities:
- Examine data in the Commercial Skills Test Information System (CSTIMS) and ATLAS to analyze pass/fail test data to determine reasons for CDL road test failures
- Track failures within each specific skills test component to include pretrip inspection maneuvers and the road test
- Determine how many attempts it takes for a road test applicant to pass the CDL road skill test
- Analyze and document trends related to CDL training schools road test training sites and road skill test examiners
- Determine length of time it takes CDL applicants to obtain a license from written permit exam to issuance of CDL by RMV
- Analyze and document how long it takes from the time an applicant requests a road test to their actual road skill test appointment
- Using analysis specific to training schools make recommendations as to how they might better prepare their CDL students for the RMV road skill testing process
- Provide recommendations as to specific reports that would enable the RMV to monitor the Road Skill Test program on an ongoing basis
- Provide the Commercial Motor Vehicle (CMV) Program Coordinator with actionable insights and analysis reports based on data to support decisionmaking efforts toward program oversight and monitoring goals
- Communicate with and present technical information to nontechnical stakeholders
- Gather and aggregate data to meet the business need of developing a program monitoring and oversight solution
- Analyze the reports currently provided by the American Association of Motor Vehicle Administrators (AAMVA) regarding CDL testing determine their usefulness to program monitoring and oversight efforts and suggest new or different reports for needed information
- Create a database and possibly reports that track the specific information needed to become compliant with FMCSA regulations around the RMV Road Skill Test program
- Become familiar enough with CMV program to understand the data needed to address program deficiencies and create improvement and how to access that data; specifically the Entry Level Driver Training requirements and related database
- Identify key performance indicators for the CMV program coordinator to measure the effectiveness of the Road Skill test program
- Explore large data sets to find usable information
Requirements:
- Bachelors degree in computer science mathematics economics statistics information management or a related field preferred
- Basic knowledge of SQL queries and .NET
- Four years experience working in technical data analysis data science or data warehousing preferably in a transportationrelated field
- Experience designing reports and dashboards
- Strong analytical skills with the ability to collect organize analyze and disseminate significant amounts of information with attention to detail and accuracy
- Adept at queries report writing and presenting findings
- Excellent communication skills including written verbal and presentation
- Knowledge of RMV database ATLAS
