Project Manager for the Education and Individual Training Availability and Maintenance Service
- Working Location: Oeiras Portugal
- Security Clearance: NATO Secret
- Language: High proficiency level in English language
EXPERIENCE AND EDUCATION:
Essential Qualifications/Experience:
Project management Prince 2 or equivalent training
Project management experience
Service Delivery experience
Experience in risk and issue management
Advanced knowledge and experience with NATO C4ISR systems
Knowledge of and experience with the NATO Command Structure the NATO Force Structure and the NATO Political Structure
Experience working in an International environment with Military and Civilian elements
Knowledge and experience working with NCI Agency & NCI Academy
Knowledge and experience using Service Now tool for project management
Desirable Qualifications/Experience:
Experience with the Centralised Service Level Agreement between NCI Agency and SHAPE
NATO CIS Technical Instructor or equivalent qualification
Experience with delivery of C4ISR training to NATO and National entities (military and civilian)
Experience with development of curriculum training materials and instructional aids
Knowledge and experience with Agile implementation methodology
DUTIES/ROLE:
Plan manage monitor control and report on the Availability and Maintenance (A&M) service (scope budget schedule quality)
Schedule prepare and support the execution of a monthly Academy Training Operations review and identify continuous improvement actions
Actively manage risks issues and actions related to service delivery and targets achievement and collect lessons learned
Coordinate and ensure alignment with key NCI Academy NCI Agency and SHAPE stakeholders
Support the annual curriculum review and the 2025 service description and service rate calculation and finalization of the 2025 Centralised Service Level Agreement (CSLA)
Covers tasks required to be a certified NATO Education and Training Facility in the context of Global Programming
Covers tasks required to have courses approved in the context of Global Programming
102 A&M of courses including instructor development knowledge maintenance course maintenance and course adaptation
Maintenance of the NCI Academy Cyberspace Learning Catalogue including curriculum review
A&M/O&M of the specialist CIS/IT required to support training delivery which includes the Training Management System (TMS) the Academy Training Network (ATN) and the Learning Management System (LMS) for online content management
Management of training support equipment (classroom workstations/equipment remote delivery training kit support systems)
Course planning iteration scheduling coordination student management (up until the course cutoff date after which this is provided by the training delivery service) and stakeholder engagement
Quality management quality control of training and continual improvement
Initial set up and annual management of the Service Support Training Packages (SSTs) in accordance with the Terms and Conditions
Priority for the entities in accordance with the Terms and Conditions of the SST on courses with A&M funded through the CSLA
Availability and Maintenance of courses
Development of new courses
Major updates to course for example when there is: a new training system major update or upgrade that introduces significant new or changed functionality; major change in doctrine command structure or concept of employment; or major work around that are required due to training system obsolescence that requires substantial changes to the courseware
Acquisition operation and maintenance of training systems (i.e. operational C4ISR and Cyber systems (SW and HW) about which students receive training as opposed to the ATN infrastructure that is required to host these systems integrate the systems into real or virtual classrooms and labs and make them available to the students on premise or remotely)
Acquisition of Learning Management Systems
The cost of inyear financial amendments for SSTs in accordance with the Terms and Conditions of the said SSTs
