PROJECT AND JOB DESCRIPTION

Name of the project is Basket Funding for ProPoor Development (PPDBasket) in Rwanda / KfW AFD Since the German Financial Cooperation through KfW has been supporting the Rwandan Local Economic Development (LED) agenda hereunder cofunding LED infrastructure needs in all districts based on the national mechanisms The projects were implemented by the Local Administrative Entities Development Agency (LODA) In November the German Government committed to continue its support to the Rwandan LED agenda The proposed instrument to support LED in future is a multidonor funded Basket Finance (the Project / Basket) which will be based on existing national systems and structures and aligned with the national strategies of the Vision the National Strategies for Transformation (NST) and the National Decentralization Policy (NDP) Agence Franaise de Dveloppement (AFD) intends to participate in the Basket fund as part of its renewed engagement in Rwanda

The requested consultancy services by an Implementation Consultant under this tender shall provide technical support to setup and consolidate the Basket Funding for ProPoor Development (PPDBasket) in Rwanda as well as providing capacity development (CD) The emphasis of the technical support and the CD will be put on the targeted Districts in order to improve local service delivery to the rural population

QUALIFICATION AND EXPERIENCE

• At least a Masters Degree in a relevant field of expertise eg public financial management / rural development economist / public administration
• At least B Sc in Civil Eng would be an asset
• At least years of proven project relevant professional experience in one or more of the following areas public financial management rural development capacity development Institutional / organisational development
• years of experience as Team Leader/ Project Manager
• Experience in supporting Central and LGlevel institutions
• Managing multidisciplinary teams of experts
• Experience in financial management of international donorfunded projects incl KfW and settingup and management of basket funds
• Working experience in various developing/transitional countries particularly in East Africa incl Rwanda and in Frenchspeaking countries
• Fluency in English knowledge of French is considered an asset
