About the Role

Your role as Senior Procurement Officer will focus on the delivery of various contracts for Adults Social Care, Children and Public Health. You will help develop and implement innovative approaches to supply arrangements that minimise costs and commercial risk, and deliver savings, whilst at the same time enhancing the services the council provides through added social value.

You will be supporting the Commissioning & Procurement Manager for Corporate and Communities in the delivery of an exciting programme.


Your role will include:

  • Managing the procurement process for high value/ risk contracts/ procurements
  • Liaising with internal stakeholders to establish procurement requirements
  • Conducting market research and producing analysis
  • Managing end to end tendering process
  • Leading on the preparations of the tender documentation
  • Liaising with suppliers and drafting contract documentation
  • Providing advice and support regarding the governance process within the context of the Councils Contract regulations and Public procurement legislation
  • Supporting learning and development of the commissioning community in Kingston

Working arrangements
  • Hybrid: remote working with 2-3 days in the office in Kingston upon Thames

Requirements

Role specific skills:

Excellent knowledge of commissioning and procurement best practice

Proven commercial skills and procurement experience in a public sector environment

Substantial understanding of Public Sector procurement regulations and experience of managing procurement over PCR threshold

Excellent knowledge of Public Contracts Regulations (PCR 2015)

Ability to analyse and interpret complex data to identify commercial opportunities

Experience of e-tendering portals or P2P systems

Excellent communications and influencing skills

Experience of formal report writing and excellent writing skills

Experience of planning, organising and prioritising workload

Professional qualification (or willing to work towards one)

Ability to manage multiple projects and effectively manage own workload


Education and qualifications
  • Educated to Degree level or equivalent, relevant experience.
  • Professional Qualification Management
  • Professional Qualification CIPS
  • Evidence of Continuing Professional Development
