Net Developer

  • Program/Code updates and fix bugs for a desktop application used by Minnesota local government employees
  • Work with Project Manager and product owners to align development work with priorities and build product backlog with refined stories
  • Create user story maps write user stories with relevant acceptance criteria with the development team (other developers and project manager) at refinement sessions and scrum events as needed
  • Conduct refinement sessions at various levels for the scrum team in preparation for story pointing sprint planning
  • Work with the team (other developer and project manager) to set goals and timelines for work completion
  • Work with multiple stakeholders with diverse needs to complete updates
  • Write requirements specifications according to standard templates using natural language that is simple clear unambiguous and concise
  • Decompose highlevel business and user requirements into functional requirements specifying an appropriate level of detail suitable for use by those that must base their work on the requirements
  • Perform requirements analysis and verification ensuring that requirement statements are complete consistent concise comprehensible traceable feasible unambiguous and verifiable and that they conform to standards
  • Work independently and in a team setting to meet program sprints
  • Communicate clearly present complex information to users in a comprehensive style and translate technical and system information for nontechnical stakeholders
  • Be available to State Auditor staff between the hours of am pm (Central Time) for questions meetings and communications
  • Provide knowledge transfer

Minimum Qualifications

  • Five () years of experience programming in C#Net
  • Five () years of experience programming in SQL
  • Three () years experience with Agile/Scrum
  • Three () years experience with WinForms
  • Three () years experience with Net Framework

Desired Skills

  • Experience with Microsoft SQL Server Local DB
  • Experience with Crystal Reports
  • Experience with Infragistics UI controls
  • Experience working with WinForms on recent projects
  • Five () years of experience programming in TransactSQL
  • Experience with accounting/general ledger software
  • Experience with backlog management story writing and story refinement
  • Experience working with Agile work management tools such as Jira
  • Programming experience with multifaceted complex application development projects involving multiple stakeholders and IT functions
  • Analyzing defining and documenting requirements for objectoriented applications relational databases complex queries writing stored procedures and user defined functions interfaces extraction processes reports and dashboards using multisystem data
  • Strong problemsolving skills in defining problems gathering and researching information identifying alternatives applying creative solutions to unique and/or immediate problems and the timely resolving of problems
  • Drive to work independently follow directions and complete tasks on time and cost budgets
  • Ability to collaborate work effectively as part of a team and maintain working relationships with all levels of business customers and technology staff
  • Located in the Midwest area (MN IA WI ND SD)
  • Work onsite as needed at the Office of the State Auditor Park Street Suite St Paul MN The contractor will not bill for any travel time for onsite work
