Job Description

Reports to: Program Officer: Social Impact and Education

Position type: Full-time, exempt


Summary of Position

The CP LEAD Program Manager/Clinical Director is responsible for informing and overseeing operations to support services for jail diversion, homelessness and the criminalization of mental health disability and drug use.


Essential Responsibilities

  • Program Manager

    • Oversee a team that includes a screening and outreach coordinator and multiple case managers who work directly with clients to help them access resources because they are committing crimes, living in extreme poverty, are using drugs and may have mental health disabilities.

    • Budgeting: Management of the programs budget and timely financial reporting

    • Data Management and Reporting: Ensure data collection and reporting processes. Ensure accurate and timely submission of reports

    • Monitor program outcomes and grant requirements and coordinate with your Supervisor to make necessary adjustments to ensure effectiveness.

    • Crisis Management and Problem Solving: Address and resolve conflicts, crises, and other challenges that may arise within the program. Make timely and effective decisions to mitigate risks and ensure the well-being of staff and clients.

    • Set the direction and policy for harm reduction case management and other best practices (Motivational Interviewing, Trauma responsive care, Complex Healthcare Coordination), all grounded in addressing system racism, bias and stigma related to race, homelessness and behavioral health status. This program is grounded in jail diversion and operates to provide an alternative response to harmful and punitive criminal legal system responses (arrest, jail, court, prison and probation).

    • Support CP LEAD Team in tailoring case management services and developing clinically oriented treatment planning to inform individualized service plans.

    • Support Screening & Outreach Coordinator to assess healthcare needs, including behavioral health, access to resource needs and to and address emergent/immediate client needs including need for medical care, shelter, food and clothing.

    • Facilitate sharing of information and paperwork between case managers and screening and outreach coordinators in order to support clinically oriented culturally responsive supports and services.

  • Supervisory

  • Staff Supervision: Manage the performance of staff members. Provide feedback, coaching, and support to enhance their skills and professional development. Coordinate with HR for hiring, training, and evaluating employees.

  • Staff Wellness: Monitor and promote self care throughout the team

  • Performance Evaluation: Conduct regular performance evaluations of staff members, providing constructive feedback and setting goals for professional growth. Recognize and reward outstanding performance.

  • Employee Engagement and Team Building: Foster a positive work environment that promotes employee engagement, teamwork, and collaboration. Encourage open communication, employee morale, and job satisfaction.

  • Collaboration

    • Partner with other service providers, programs within Community Passageways and in the community to enhance referrals for LEAD participants.

    • Foster and maintain relationships with external stakeholders, including community organizations, government agencies, and funders.

  • Client Care

    • Client and Community Relations: Act as a liaison between the organization, clients, and the community. Build positive relationships with clients and stakeholders, addressing concerns and promoting the organizations mission and services

    • Working with program participants who have difficulty engaging with traditional programs and have exposure/involvement with the criminal legal system

  • Other

    • Participate in meetings, as assigned by supervisor

    • Maintain confidentiality as per agency guidelines

    • Other duties as assigned



Requirements

  • Master s degree preferred; bachelor s degree required (social work, public health, criminal justice, urban planning, or other related elds);
  • Minimum of 5 years of professional level non-pro t, public health, public safety, or public policy experience, including at least 3 years of experience in providing senior-level management in applied gun violence prevention strategies;
  • Supervisory experience is required;
  • Experience in youth/human development or social services eld is required;
  • Proven ability to deliver results in high-pressure situations; to effectively manage crisis situations; to partner and work collaboratively with senior leaders in government, the private sector, community-based agencies, social service professionals, community members, grassroots organizations, law enforcement, social service providers, and other internal and external stakeholders;
  • Demonstrated ability to shape, guide, and implement successful and effective strategies to grow prosperity of and uplift underserved communities, especially culturally diverse communities;
  • Politically astute with a proven track record of working effectively in partnership with City/County departments, elected o cials, local, regional, and state governments, outside agencies, residents, small businesses, and other key stakeholders to achieve goals and objectives;
  • Extensive knowledge of policy analysis techniques; grant management principles and practices; urban strategic planning principles; Federally funded programs; budgeting principles and practices; applicable Federal, State, and Local laws, ordinances, codes, rules, and regulations; project management principles and practices; contract management principles; and government protocols;
  • Skill in interpreting, applying, and communicating applicable laws, ordinances, codes, rules, and regulations; and managing entitlement funds;
  • Excellent organizational, time-management, and multi-tasking skills, including the ability to take initiative, problem solve, prioritize duties, balance competing priorities, work independently and with teams in a fast-paced environment, pay close attention to detail, meet deadlines, and work well under pressure;
  • Highly effective communicator - in both written and verbal formats - with maturity who demonstrates cultural competence, active listening, and responsiveness to the community, residents, and staff;
  • Ability to communicate thoughtfully and respectfully engage diverse stakeholders around a shared vision for achieving results;
  • Visionary and strategic thinker who can lead and provide guidance on the interwoven issues of public health in how it relates to adult and youth gun violence.
