Job Description

Tucson Airport Authority (TAA) operates as a “mini-city” with 250+ employees on 8K acres of land used for operations and customers. Over the last few years, TAA has built out an innovative and future-facing organization by continuously updating its operations, and systems, and intentionally creating a people-first culture.

TAA is adding a Project Controls Manager to its Planning and Engineering team! This person will play a key role in the successful delivery of large infrastructure projects and major programs planned over the next 10+ years by providing complex project control services. This work will be in support of TAA, Tucson International Airport (TUS) and Ryan Airfield (RYN) and will include creating and maintaining schedules and budgets, acquiring resources and grants, forecasting financials and cash flow, overseeing team and third-party contractors from project scoping through to completion and closure. This person will step into gain more control of current individual construction projects (exceeding $25M) and a major program (currently around $200M) with future programs exceeding that scope.

Who You Are:
  • Knowledgeable in the principles and practices of engineering/architectural design and construction, and administration of project management, including design techniques and tools used in the production of plans, drawings, and models (AutoCAD or GIS is a plus)
  • Are expert in a variety of practices and procedures that relate to federal, state, and city, and TAA laws, ordinances, and best practices; FAR Part 77, FAR Part 139, TSA Part 1542, and TAA airport geography and land areas
  • Leaderly with a track record of delivering large scale projects on time and within budget while overseeing key deliverables and coordinating/managing internal and external teams and resources around common vision, mission, and goals
  • Highly organized, communicative, and accurate; adept at using project management software and tools to support project and program communication
  • Have a high level of discretion and are able to maintain confidentiality and proprietary information with an understanding of dissemination based on “need to know”
  • Able to thrive autonomously, take independent action, and act through initiative and self-motivation that inspires, influences, and motivates others and sets a standard of high-quality that furthers each team member’s goal attainment
  • Financially savvy and able to produce accurate financial forecasting and reporting

Essential Functions:
  • Acts as a role model and advocate for the mission, vision, guiding principles, and Cultural Fundamentals.
  • Provides project control services to include developing, tracking, and monitoring project cost information to determine the financial health of a project.
  • Supports the development of project schedules to include the planning and scheduling of activities pertinent to the design, engineering, and construction of projects.
  • Assist project managers, project sponsors, and TAA leadership in making sound financial and timeline decisions for projects by maintaining accurate project cost and schedule information.
  • Manages and analyzes project cost data, determines variances, identify, and quantifies project risks.
  • Performs project analyses on cost and trend data to develop a forecast and Estimate at Completion (EAC) for each project.
  • Sets up and baselines projects and perform change management tasks on those projects.
  • Reconciles budgets between the financial system and project delivery system and develops supplemental cost management tools.
  • Develops and maintains logic-driven, critical-path method project schedules for projects.
  • Performs project scheduling activities, and identifies linkages, conflicts, interfaces, and relationships within and among projects.
  • Plans and schedules project timelines and milestones using appropriate tools.
  • Tracks and provides reporting on project milestones and deliverables.
  • Proactively manages changes in project scope, identifies potential risks and opportunities, and devises contingency plans.
  • Builds, develops, and grows any business relationships vital to the success of the project.
  • Leads project reviews - communicates status of projects, and risks, and actively exercises mitigation plans to project staff and TAA leadership.
  • Develops and implements Project Management Standards and Best Practices for the organization. Provides training and coaching as needed.
  • Responsive to airport emergencies and situations that may involve loss of human life or property; support public safety and operational response to emergencies; utilize Incident Management System {ICS)/National Incident Management System (NIMS) protocols and procedures; coordinate and/or participate in after-action emergency de­ briefing with appropriate departments and stakeholders.
Requirements and Qualifications
TAA will consider any equivalent combination of experience and training that provides the necessary knowledge, skills, and abilities sufficient to demonstrate aptitude for the position.
  • Bachelor's degree from an accredited four-year college/university with coursework in engineering, finance, construction management, or architecture.
  • A minimum of five years experience managing a portfolio of complex infrastructure projects.
  • Preferred qualifications include 8 years of experience managing infrastructure projects; certification by the Project Management Institute (PMI).
  • Valid Arizona Driver's license; meet and maintain the ability to drive airport vehicles and obtain authorization to access the Non-Movement Area on the Air Operations Area.
  • Must obtain and maintain access to the Security Identification Display Area (SIDA).
  • Successfully complete the National Incident Management System (NIMS) 100, 200, 700, and 800 requirements and certification within the first year.
Skill in:
  • Using MS Office software to create documents, tables, reports, spreadsheets with formulas, presentations, and other required assignments.
  • Skills with project management tools, guiding to successful completion of all project deliverables on schedule and within budget parameters; like PM Web, P6, Primavera, MS Project, etc.
  • Performing tasks with a high degree of accuracy, confidentiality, and attention to detail, with mature judgment to function in a compelling, fast-paced work environment with deadlines and multiple projects.
  • Maintaining confidential and proprietary information, understanding that dissemination of information outside of the job requirements is based on "need-to-know."
  • Initiating and organizing responsibilities without constant supervision and taking independent action relative to work problems requiring immediate solutions within your decision-making level.

Ability to:

  • Work primarily in a typical, temperature-controlled administrative office setting in a semi-enclosed workspace.
  • At times, work in a high-noise environment and extreme weather.
  • Be outdoors for periods of time year-round.
  • Effectively manage in a fast-paced, complex airport operating environment.
  • Perform tasks with a high degree of accuracy, attention to detail, and mature judgment; function in a compelling, high-stakes, fast-moving work environment, with deadlines and multiple projects.
  • Establish and maintain effective working relationships with department personnel, other TAA personnel, representatives of other agencies, and the public and airport users as required.
  • Recognize, define, and develop logical solutions to complex problems.
  • Initiate and organize responsibilities without observant supervision; take independent action relative to emergency operations and work problems requiring immediate solutions.
  • Interpret and analyze complex technical data and information for decision-making and reporting purposes.
  • Research information and organize data in meaningful form, make sound judgments, draw accurate conclusions, and make appropriate recommendations.
