Job Description :

• SCC seeks a Program Coordinator contractor for the Health Benefit Exchange division (HBE). This position will work with the SCC s HBE to support the implementation of a State Benefits Exchange (SBE), to go live in time for open enrollment starting November 1, 2023. The overall program includes an implementation project led by an SCC project manager with a supplier counterpart to implement a platform and customer assistance center (CAC) and collateral activities that may either intersect with or run parallel to the implementation project. All of these activities must be tracked and managed.
  
• This position will assist the HBE project manager and the Deputy Director for Organizational Governance and Program Management in maintaining an integrated master schedule for both the implementation project and the collateral activities; developing and maintaining risk, issue, action item and decision (RAID) logs and associated processes and procedures; scheduling meetings and tracking outcomes, actions and next steps; and other duties as may be required to ensure a successful SBE launch and hand off to HBE operations.
  

Responsibilities :

• Maintaining an integrated master schedule in MS Project
  
• Developing draft processes and procedures
  
• Developing and maintaining RAID logs; serve as the HBE coordinator for these logs, following up withRAID owners to ensure that the appropriate activities occur
  
• Handling meeting logistics including scheduling, preparing agendas, documenting meeting minutes and action items for follow up.
  
• This position may be asked to act as the HBE project manager for one or more small out-sourced projects related to SBE go-live and of relatively short durations
  
• Other duties as may be assigned to ensure a successful SBE launch and handoff to HBE operations

Experience navigating DAS EIS Oversight and StageGate process is a must. Should have strong experience developing and managing project scope, budget, and deliverables over a million dollars as well as creating DAS EIS approved artifacts including but not limited to Project Plans, Project Schedules, Requirements Traceability Matrix (RTM), Organizational Change Management Plans, Scope/Schedule/Budget statements, etc. Ability to engage business and external stakeholders, run Steering Committee Meetings, and engage with customers is expected. Previous experience working with DOC IT Systems or State/Government IT is preferred. Advanced level: Individuals with a mastery of project management skills, qualifications and experience. This individual shall function effectively with very little supervision, while maintaining a high professional standard. They are assigned to extremely complex and/or high risk projects that reflect the highest priorities of state government. These individuals are comfortable working with the highest levels of state government and are able to contribute to the furtherance of the states objectives. These individuals have the necessary skills and experience to assist in statewide project portfolio management and/or IT Investment Management. Individuals with successful project management experience limited to projects of small scope, limited risk and complexity and/or of short duration. Individuals at this level will typically be assigned to manage projects under the direction of a State supervisor or manager. Individuals with this level of experience are suitable for small Client Agency projects with clear, achievable outcomes, or in assignment as project support on larger projects. Individuals at this level can also be used to in the capacity of a Project Controller, provided that they can satisfy the basic requirements of that position. Advanced level: Individuals with a mastery of project management skills, qualifications and experience.
