Job Description

Job Title: Human Resource Generalist
Reports To: Chief Director of Operations
Salary: DOE
Office Location: 270 Larpenteur Ave W, St. Paul, MN 55113

Summary
The Human Resources Generalist (HRG) provides a wide variety of both complex and routine human resource administrative services. The HRG is responsible for programs such as compensation and benefits, training and development, and payroll. The HRG will also be responsible for outreach and recruitment of highly qualified employees, onboarding, training, and development. The HRG will report directly to the Chief Director of Operations.

Responsibilities
Compensation and Benefit Management (40%)
- Performs benefits administration to include claims resolution, change reporting, approving invoices for payment and communicating benefit information to employees. So that individuals can make informed decisions on benefits.
- Works in partnership with payroll vendor BerganKDV to process KPAY and payroll in a timely manner.
- Tracks the time and attendance of CSE staff via KPAY and generates reports as requested.
- Plans and directs implementation and administration of employee benefit programs to include; health insurance, disability insurance, life insurance, employee assistance, retirement, and other plans.
- Prepares and communicates information to employees and former employees about benefit programs, procedures, changes, and government-mandated disclosures.
- Conducts evaluations of industry standards and benchmarking for employee benefit programs.
- Analyzes and evaluates services, coverage, and options available through insurance companies to determine programs best meeting needs of school.
- Assist in the negotiations and contracts with benefit plan providers, vendors, auditors, and consultants for services, premiums, and plan administration.
- Prepares and submits government-mandated reports in partnership with BerganKDV.
- Audits benefit plans for compliance with government regulations in partnership with insurance brokers.
- Work with brokers in providing correct information to be transferred to KPAY. (EX: Benefits Enrollment and updated Contracts)
- Conduct job evaluations, market pricing, and review salary surveys to make recommendations on staff salary structure to ensure internal and external equity.
- Ensure compensation and rewards programs are compliant with all laws and regulations including FLSA, EEO, and ADA.
- Oversee HR wellness plan.
- Oversee CSEs leave of absence policies, time off programs, FMLA, and disability to ensure consistency and compliance with regulatory and legal requirements.
- Review and provide recommendations regarding all ADA requests.
- Develop and deliver training related to benefit programs, time off programs and compensation.
- Review, monitor and make recommendations regarding fringe benefits budget.

Recruitment Management and Staffing (25%)
- Develops and implements the recruitment plan at CSE. Leads recruitment effort for all personnel, including student teacher programs and temporary employees.
- Reviews all in-coming applications and questions regarding open positions at CSE.
- Schedules interviews, conducts background checks and makes reference calls in order to propose candidates to the executive team.
- Works closely with the communications department to evaluate and assess outreach opportunities to recruit employees and develop recruiting brochures and documents.
- Work with Directors to develop comprehensive job descriptions and work plans.

Policies and Compliance (15%)
- Ensures Community School of Excellence is in compliance with any changing laws and regulations and it is reflected in the Employee Handbook.
- Works closely with the Executive team on labor relations and to ensure policies reflect the Labor agreement.
- Provide training on human resource related personnel policies and procedures.
- Updates the Employee Handbook and Staff Personnel Process and Procedure.
- Develops a comprehensive performance evaluation system for administration.
- Understands the teacher evaluation process and works in partnership with the Director of Teaching and Learning.
- Maintains compliance with federal and state regulations concerning employment, including but not limited to unemployment, employment requests, STARR report for MDE, labor law posters and annual audits.
- Maintains human resource information system records and compiles reports from the database.
- Records and reports all injuries and accidents in accordance to workers comp regulations
- Manages the grievance process on behalf of CSE and ensures its timely correspondence.
- Maintains and manages the labor agreement documentations and negotiation.

Training and Development Coordination (15%)
- Developing, implementing and maintaining new hire orientation and on-boarding programs.
- Ensures that all new staff are appropriately licensed if it is required for the position.
- Determining the desired outcome of the new hire development programs and continuously improving the program to ensure it is fit for purpose, effective and timely.
- Completes required applications with Minnesota Department of Education for specific licensure, including but is not limited to variances, short-call sub licenses and community expert licenses.
- Monitors career-pathing program for CSE staff.
- Developing and tracking training performance metrics and acknowledgement forms.
- Ensuring training records are up to date and are utilized effectively.
- Providing leadership and guidance to training department employees including providing up to date training information and tools to transfer knowledge and skills to others.

District-wide Support (5%)
- Participates in developing department goals, objectives and processes.
- Participates in administrative staff meetings and attends other meetings and seminars.
- Maintains company organization charts, the employee directory and tele-chain.
- Participates and assists with school-wide events as assigned.
- Performs other duties as required and assigned.

Qualifications
- Bachelor degree from an accredited college/university; preferably a degree in human resources.
- Minimum of two years of experience with human resource experience.
- Ability to speak both Hmong and English.

Preferred Qualifications
- Deep understanding and experience working with Hmong students.
- Master degree in human resource management from an accredited college/university.
