Job Description

Planning/Schedule Manager

General Role Description
Develop, manage and report on the integrated project programme and schedule, addressing all phases of the project from commencement of construction through commissioning of the buildings to substantial completion, handover to CHI, Specialist fit outs and installation/commissioning of equipment during the operational commissioning of the New Children’s Hospital. Lead on behalf of the NPHDB the assessment of contractor EOT claims and make detailed submissions to the ER prior to determinations.

Job Description
  • Track and record the progress of construction and all other project workstreams relating to the project.
  • Implement Earned Value Analysis (EVA) on the project, taking inputs from the pertinent stakeholders, to include opinion on project resourcing and report on same.
  • Produce detailed project plans and schedules with clear critical path analysis, interdependencies, and milestones for all project workstreams in accordance with the project timetable to track progress and report monthly to the Executive on progress.
  • Produce extracts from the various programme setting out all activities, indicating the critical path for the benefit of the Employer’s Team on a fortnightly basis. These reports should include a look ahead to establish priority activities for both the contractor and the Employer’s Team.
  • Prepare deviation reports for the benefit of the ER to hold the Contractor to account regarding its progress.
  • Ensure the contractors and all sub-contractors have programmes in place for all construction works. Analyse and stress test contractor programme for discrepancies, gaps, omissions that may impact on overall project delivery and any possible claims.
  • Adopt and implement progress tracking methods to ensure the programme/schedule is on track to meet deadlines or deliverables. Where necessary devise strategies and methodologies to overcome roadblocks or programme delays.
  • Strategic Review of Contractor EOT claims. Make submissions in conjunction with others to the ER setting out the NPHDB opinion regarding impacts on the critical path/sequencing and offer suggestions for mitigation that the Contractor could employ should there actually be an impact on the critical path. This should occur on an ongoing basis as claims are issued so that the Executive are aware of the current status of BAM EOT claims including their concurrency.
  • Work closely with the Dispute Team to assist on Conciliations/Adjudications/Court proceedings.
  • In review of the programme, look ahead to understand where it may be possible that the Employer could cause a delay, and should this be possible, work with the Employer’s Team to identify mitigation.
  • Develop with the equipping team a detailed programme for the installation and commissioning of the equipment (all groups) and work closely with the CHI to integrate the Group 3 and 4 equipment into the operational commissioning phase post substantial completion.
  • Use the same process to programme the specialist fit out (Turnkeys) and the basement car park post substantial completion.
  • Work with the Employer’s Team to review the record keeping and ensure that the as-built monthly updates to the Contract Programme are robust and genuine.
  • Manage a small team of planners to undertake the duties set out above.
  • Take ownership of the programme workstream in the integrated reporting system.
  • Work closely with the CHI and other stakeholders to ensure that the NPHDB Project programme responsibilities are fully integrated with the CHI Programme responsibilities.
  • Contribute to the NPHDB CHP&P reporting to our stakeholders.

Key Responsibilities and Accountabilities
  • Provide support and assistance with the implementation and operation of the change management / change control processes and procedures including the assessment of any change on the programme.
  • Ensure relevant stakeholders and 3rdparties understand their responsibilities for decision making including the delivery of information, sign off submittals in line with agreed timelines in the integrated programme.
  • Ensure progress reports from main Contractor/Sub-contractors accurately measure progress to date and correctly report delays, programme impacts etc.
  • In conjunction with the Contractor, Contracting Authority and the Employer’s Representative support the delivery of the project in the most efficient manner, validating programme impacts from value engineering exercises, seeking to minimise impacts from changes or delays and always helping to ensure that the New Children’s Hospital will be delivered as soon as possible.
  • Detailed analysis of all contactor programme linked claims & produce comprehensive reports and records for challenging, interrogating same and recommending appropriate actions.
  • Support the workstream project leads in producing and executing workstream-specific detailed programmes.
