Job Description

Job Profile Summary

Manages and directs daily scheduling activities for facilities and pipelines. Manages administration of contracts and agreements related to transportation and storage services, gas sales and purchases, gathering, exchanges, throughput commitments, compression changes, and/or service contracts for operating, maintenance and construction projects.

Essential Functions and Responsibilities

  • Lead and supervise employees engaged in the following activities including but not limited to (as specified by position):
    • Nomination/scheduling/allocation of gas contracts
    • Transportation and pipeline capacity lease activity
    • Administration of exchange and operational balancing agreements
    • Preparation of billings and imbalance statements
    • Volumes allocation
    • Residue sales and transportation on 3rd-party pipelines
    • Sarbanes-Oxley compliance
    • Administration and capacity management of partnership-owned pipeline facilities
    • Cash collection and accounts receivable activities

  • Analyze, research, read, and/or interpret the following information including but not limited to (as specified by position):
    • Federal Energy Regulatory Commission (FERC) statutes
    • North American Energy Standards Board (NAESB) Wholesale Gas Quadrant Standards
    • State Regulatory Commission statutes
    • Operational balancing agreements
    • Gas sales and purchases agreements
    • Pipeline tariffs, Statement of Operating Conditions, and Standards of Conduct
    • Pipeline confirmations
    • Measurement reports
    • Pipeline invoices and imbalance reports
    • Company policies and procedures
    • Electronic bulletin boards requirements

  • Compile, prepare, process, and/or approve the following including but not limited to (as specified by position):
    • Summary of revenue and expense data
    • Letter agreements/amendments
    • Operational balancing agreements/amendments
    • Economic analyses on imbalance settlements
    • Letters of analysis/letters to customers
    • Procedures and process changes
    • Daily and month-end edit resolution
    • Month-end status of pipeline and storage facilities balancing

  • Negotiate imbalance resolution with pipelines and customers and assist in negotiation of contracts with respect to scheduling and balancing issues.
  • Oversee administration of agreements related to gas sales and purchases, gas gathering, exchanges, transportation and storage services, compression changes, and/or service contracts including but not limited to (as specified by position):
    • Research/preparation of various contracts, agreements, amendments, and division orders
    • Negotiation/renegotiation of terms of contracts
    • Determination of compliance/noncompliance with terms of agreements
    • Approve Gas Purchase Payments and related documentation for Rates and Financial Departments
    • Determination of appropriate level of insurance to mitigate risk
    • Administration of capacity releases

  • Verify and/or prepare information including but not limited to (as specified by position):
    • Gas and/or transportation and storage service contracts/agreements
    • Amended agreements
    • Pricing instructions
    • Division orders/transfer orders
    • Correspondence
    • Disposition of ownership
    • Insurance requirements

  • Cross training of staff to provide for the greatest amount of coverage for 24/7 scheduling needs and requirements.

Education

  • Bachelor's Degree in accounting, business administration, engineering, other related field, or an equivalent combination of formal education and the following job related experience:

Work Experience

  • Experience with and knowledge of commercial and operational aspects of gas gathering and processing or transportation and storage, gas control, and natural gas marketing
  • Experience with and knowledge of gas scheduling or measurement
  • Experience and/or training with the following including but not limited to:
    • Gas purchase, gas contract, and gas supply operations
    • Gas control, gas accounting, or industrial/commercial marketing experience
    • Natural gas purchase, sale and exchange contracts, and natural gas facility operations

  • Experience in gas and/or service contract preparation and/or administration
  • Knowledge of and experience working with oil and gas law, gas contract preparation and administration, and applicable governmental regulations
  • Experience analyzing, interpreting, and negotiating gas and/or service contracts relative to their implementation, renewal, or release
  • Experience reading and interpreting governmental regulations, contracts and agreements, division and transfer orders, title opinions, geological data, reports, and correspondence
  • Experience researching and preparing contracts, agreements, amendments, reports, and internal and external correspondence
  • Experience interacting, guiding, assisting, and communicating effectively
  • Experience developing and presenting information to individuals and groups
  • Experience in use and function of tools and equipment applicable to position including computers and applicable software
