Job Description

  • The IT PMO Director leads ITS enterprise initiatives, portfolios, programs, and projects by forming strong business relationships with customers, partners, and key stakeholders in alignment with organizational strategy and business. The IT PMO Director will be accountable for executing deliverables for UChicago and the PMO, ensuring that portfolio/program/project sponsorship, strategy, scope, schedule, and budget targets are defined and achieved. In alignment with the business and the PMO, the PMO Director develops and implements a portfolio management plan that promotes business value, innovation, customer satisfaction, alignment, priority, resource management, risk management, methodology, compliance, and key performance indicators. Importantly, the PMO Director is an enthusiastic change agent who manages ambiguity and influence in a federated organization.

  • The IT PMO Director is responsible for leading a team of Project Managers, promoting value and embedding ethical, practical portfolio prioritization and resourcing mechanism for IT projects, establishing regular review cycles for the portfolio, and working with Leadership on implementing and improving the work intake and governance processes while continuing to streamline the project management methodology. All of these responsibilities are designed to bring focus and clarity to IT Services' strategic and operational priorities, in order to improve short and long-term planning, provide more transparent decision-making and deliver superior results.

The Director, PMO will:

  • Work and manage a broad range of employees and contractors, and act as the primary project contact for key stakeholders in the business.

  • Play a leadership role in ensuring that information technology projects or programs across the University are led successfully.

  • Develop and ensure quality control of the project methodology and contribute to the further enhancement of the methodology.

  • Conduct best practice forums within IT Services to continuously improve project management practice.

  • Assist in eliminating political roadblocks and empower the PMs and their projects.

  • Ensure the project management staff in IT Services work with the client community to develop detailed business requirements, technical requirements, reporting, and project plans, including budgets and staffing plans.

UNIT JOB SUMMARY:

  • 50% Lead and grow the Project Management Office within IT Services

  • Engage with executive / senior management across the University, as appropriate, to assess future state of services and products.

  • Partner with ITS Finance and HR to ensure that initiatives are integrated into the Operating and Capital budgeting processes and personnel plans.

  • Establish and manage regular dashboard reporting cycles to review progress against the strategy, facilitate decision-making, improve transparency and maximize progress.

  • Assure ongoing improvements of project management methodology.

  • Establish regular best practice forums within IT Services to continuously improve the methodology.

  • Define project management tools to better enable consistency and adoption of project management best practices.

  • Revitalize regular project reviews and audits where necessary.

  • Lead and revitalize a Center of Excellence for the Project Managers in IT Services.

40% Program Prioritization

  • Embed and manage monthly OLG and SLT portfolio review and prioritization processes, including collecting and synthesizing materials, resource prioritization, providing data and forums for decision-making, coordinating follow-up and communicating outcomes. Integrate existing business prioritization processes with overall IT work prioritization.

  • Work with OLG and SLT to deploy resource management disciplines more consistently across IT Services.

10% Other duties as assigned or required

  • Represent IT Services in national forums and consortia as appropriate.

  • Talent/people management, coaching and PM development.

UNIT JOB FUNCTION COMPETENCIES:

Minimum Required Skills

  • Extensive experience in developing high-performing teams by providing mentorship and stewardship to enable career development and growth

  • Experience planning, scheduling, and managing budgets

  • Strong written and verbal communication skills

  • Ability to communicate and write effectively with technical and non-technical staff

  • Advanced proficiency in Microsoft Office applications such as Excel, Word, PowerPoint, and SharePoint

  • Proficiency with project portfolio management (PPM) tools

  • Experience managing diverse, cross-functional teams

  • Data analysis skills for the creation and presentation of reports to senior management

  • Exceptional organizational skills, including the ability to prioritize between immediate needs and long-term objectives

  • Ability to develop positive working relationships and a strong rapport with team members

UNIT EDUCATION:

  • Required: Bachelor's degree

  • Preferred: Master's Degree in Business, Information Technology, Strategy and/or Project Management PMP Certification

UNIT EXPERIENCE:
Required:

  • Minimum ten years of experience successfully delivering large, cross-functional initiatives.

  • Minimum seven years of experience managing staff and budgets.

  • Minimum five years of experience in an IT organization.

  • Minimum three years of experience working with executive and senior leadership.

  • Track record of translating strategy into operational objectives.

  • Knowledge of various principles, practices and tools applied in strategic planning, portfolio

  • prioritization and project management, including TCO, ROI and similar business case models.

  • Experience in strategic planning, portfolio prioritization and reporting.

  • Experience in organizational change management.

  • Experience in Project Office leadership including matrixed organizations.

Preferred:

  • Experience in a University or not-for-profit organization.

  • Experience in large, complex, decentralized, customer-focused environment undergoing substantial change.

  • Experience in Business process design.
