In Country ASM Consultancy Opportunity Fleming Fund Tanzania Country Grant Phase II

The Global Public Health Programs (GPHP) department at the American Society for Microbiology (ASM) is seeking a highly qualified individual to support as a Monitoring and Evaluation Officer (M&E) for Fleming Fund Tanzania.

This role will focus on supporting the program to achieve the four key outcomes of the Fleming Fund program:
(1) Production of quality Antimicrobial Resistance (AMR) Antimicrobial Use (AMU) Antimicrobial Consumption (AMC) and burden data;
(2) Quality analyses of data
(3) Sharing analyses and data with decisionmakers and
(4) Promoting sustainable investment to counter AMR. Experience in data analysis and programming to support project outcomes ability to provide systems support administration and maintenance of systems such as the DHIS2 ability to develop software solutions to facilitate data management and analysis and strong technical writing skills required.

The M&E Officer is required to be located in Dar es Salaam (Hybrid) for (17 months) (June 2024December 2025). The role will support a crossfunctional team which consists of the ASM HQ Program Officer/ Specialist in Washington DC local Subject matter Experts (SMEs) Fleming Fund subgrantees and national stakeholders as required and based on the activities outlined in this consultancy assignment description.

FUNCTIONS TO BE PERFORMED:
Responsibilities & Functions
Provide technical support to the implementation of the Fleming Fund Phase II monitoring and evaluation activities.
Collaborate with local Subject Matter Experts (SMEs) to ensure that facilitylevel data is collected and reported on time using various data collection platforms (DHIS2 software platform and Laboratory LIS).
Establish baseline for indicators in the program M&E plan using existing data sources and conduct special studies and analysis if needed.
Generate analyze and develop suitable dissemination materials for sharing projectrelated results with stakeholders in alignment with donor requirement.
Provide support for M&E or data utilizationrelated workshops and trainings.
Maintain and update the project M&E reporting tools for quarterly monitoring reports on an ongoing basis.
Resolve any issues that arise with electronic data collection tools.
Consolidate lessons learned from project implementation and make suitable recommendations for future implementation. Maintain relationships with key stakeholders and serve as M&E PointofContact with the Fleming Fund program in Tanzania on behalf of ASM in monitoring and evaluation of consortium programming activities

Requirements


Required qualifications:

A university degree in microbiology epidemiology a social science subject area or other relevant field. Master s degree is strongly preferred.
Minimum of five years of experience providing monitoring evaluation and learning (MEL) support to donorfunded projects. Required Experience:
Knowledge of log frames/resultsbased frameworks data collection review and evaluation of qualitative data.
Familiarity and a working knowledge of DHIS2 and experience in ECHO training.
Knowledge and experience of national health information system(s) functionality.
Professional proficiency in English including the ability to draft highquality reports for donors.
Excellent interpersonal and negotiation skills with a demonstrated capacity to solve problems.
Ability to demonstrate capacity to analyze microbiology laboratory/AMR data monitor progress and recommend necessary recourse for maximizing program progress and impact.
Ability to organize and prioritize work and to meet deadlines within a flexible fastpaced environment with multiple and competing demands.
Strong quantitative and analytical skills and ability to communicate technical information clearly and effectively to both technical and nontechnical colleagues.
Thorough knowledge of AMR issues in Tanzania including solid knowledge of key indicators related to onehealth AMR surveillance and laboratoryclinical systems.
Demonstrated understanding of and familiarity with a range of monitoring and evaluation approaches including data management systems and analysis using statistical software.
Experience successfully implementing M&E activities for health programs funded by Fleming Fund or other global health donors.
