The project involves the USPTOs International Data Exchange initiative focusing on the development and maintenance of biosequence systems. These systems including the SLIC system support filing validation and searching of biosequence listings playing a crucial role in the patent examination and data exchange processes.
Position Description
We are seeking an experienced Program Technical Lead to oversee the technological aspects of a key government program with the United States Patent and Trademark Office (USPTO). The ideal candidate will have a strong background in software development cloud architecture and team leadership with the ability to manage complex system migrations and integrations.
Responsibilities
Technology Leadership: Provide technical leadership in software development cloud architecture and systems integration. Lead the engineering and migration of workloads to cloud environments ensuring optimal performance availability and security.
Project Management: Oversee project deliverables timelines and budgets. Work closely with product and portfolio managers to prioritize and deliver functional enhancements.
Team Management: Manage and mentor a diverse team of engineers fostering a collaborative and innovative work environment. Align engineering sales and delivery teams to maximize customer value.
Compliance and Security: Ensure compliance with USPTO requirements and government regulations. Implement robust security measures including data encryption key management and application security.
Innovation and Best Practices: Stay abreast of industry trends and best practices. Implement innovative solutions like Infrastructure as Code pipeline automation and continuous integration/deployment.
Stakeholder Engagement: Collaborate with various stakeholders including USPTO representatives to understand and meet project requirements and objectives.
Performance Optimization: Monitor and optimize system performance leveraging tools like Datadog Prometheus and serverless technologies for load testing and bottleneck identification.
Requirements
Bachelors degree in Engineering Computer Science or related field.
Education: BA/BS degree and 10 years of experience or MA/MS degree or higher and 8 years of experience
Minimum of 10 years of experience in technology leadership roles with a focus on software development and cloud architecture.
Handson experience with Java Spring Boot AWS Docker Kubernetes networking and databases.
Proven experience in leading largescale system migrations and cloud integrations.
Strong understanding of Agile methodologies DevSecOps and CI/CD practices.
Excellent communication leadership and project management skills.
Preferred Certifications
Advanced certifications in AWS PMP or related areas.
Experience working with government agencies particularly in the technology or intellectual property domains.
