SUMMARY
Housing for Health (HFH) is a program office within Health Services Administration a division under the Los Angeles County Department of Health Services (DHS).
The Homeless Prevention Unit (HPU) is an initiative on the Housing and Services Team of HFH. The HPU is a collaborative effort between the California Policy Lab (CPL) DHSHFH and the Department of Mental Health (DMH). The HPU uses predictive analytics to proactively identify individuals and families who are most at risk of homelessness enrolls them in the program and provides them with flexible upstream interventions to resolve barriers that might lead to the loss of their housing. The HPU has significant interactions with several County departments to address challenges navigating service systems and/or to connect or reconnect individuals to services to ensure housing stability; therefore the ideal candidate will be knowledgeable in mainstream and specific programs and services tailored to people experiencing homelessness while being flexible to meet the changing needs and demands of the program.
The Staff Analyst (Lead Program Manager) for the Homelessness Prevention Unit will function as a member of the HPU Executive Leadership team and has experience managing programs and staff that provide services tailored to people experiencing or atrisk of experiencing homelessness. The Staff Analyst (Lead Program Manager) can provide internal and external technical assistance supervision and training and is flexible and adaptable to changes that may be needed to support the larger team and meet the needs of HPU clients. This position is responsible for supervising a team of HPU Case Managers including planning and facilitating weekly 1:1 coaching trainings performance reviews and quality assurance. At times this Staff Analyst will be asked to provide direct services to clients and should have robust experience providing case management services and supervising experienced Case Managers. The Staff Analyst will also be responsible for planning directing implementing and monitoring HPU projects and initiatives to best serve clients who have complex health and/or behavioral health conditions high utilizers of public services and other vulnerable populations.
The Staff Analyst (Lead Program Manager) will serve in a supportive role to the other Program Managers on the HPU and will report to the Associate Director. The Staff Analyst (Lead Program Manager) will oversee several components of the HPUs existing operations and will assist in preparing the program for potential additional scaling diversifying funding opportunities and programmatic changes beyond the HPUs evaluation. The Staff Analyst (Lead Program Manager) will be primarily responsible for components of Program Administration/Operations Team Scaling Professional Development and some External Program Relations. Working closely with HPU program management and DHS management this position will assist with developing and implementing program structures processes and evaluation measures and will assist in managing daytoday operations of the Unit.
