Job Description

The Control and Instrument Technician provides their control and instrument technical expertise and supports the Swan Hills Treatment Centre (SHTC) with improving Plant efficiencies using process/design industry best practices.  Participates in overseeing the daytoday operations collaborates with key stakeholders to identify and design control and instrument improvements and develops thermal strategies involving the incineration plant and its auxiliary systems.  The incumbent participates in reviewing the daytoday operation process/design improvement and development on nonthermal strategies involving the Physical Treatment Plant Stabilization Plant and Inventory Management Systems.

This position operates within a COR ISO 17025 certified and OHSAS 18001 and ISO 14001 conforming plant environment and is expected to comply with all regulatory requirements.  The facility operates on a 24/7 basis

Main Responsibilities:

The duties of the Control and Instrument Technician are as follows but not limited to:

  1. Understands and promotes the Companys the Divisions the Plants and the Departments mission statement values and strategic goals.
  2. Proactively promotes through example a safe work ethic attitude and workplace.  Complies with all health and safety policies standards and procedures to achieve a safe work environment and safety for all staff and visitors as well as the Companys Clients and Regulatory Agencies safe work objectives and requirements.
  3. Maintains effective working relationships and communications with peers management and other Company departments and staff.   Effectively resolves any conflicts in a timely and respectful manner to achieve positive and healthy working relationships and workplace environment.
  4. Promotes a qualityfirst work ethic and attitude to provide a service is of the highest standard achievable.
  5. Maintains confidentiality to comply with all regulatory requirements and Company Privacy and Confidentiality policies and procedures.
  6. Safely operates company owned leased or rented vehicles and/or mobile equipment.  Incumbent is required to perform Safety Sensitive duties and responsibilities.
  7. Reviews alarm printouts and identify discrepancies reporting these to Tech. Services manager and opertions.
  8. Designing and developing new control systems
  9. Testing maintaining and modifying existing systems
  10. Analysing data and presenting findings in written reports
  11. Managing operations of existing system
  12. Working collaboratively with other engineers operation engineers purchasers and other internal staff
  13. Liaising with clients suppliers contractors and relevant authorities  
  14. Project management within cost and time constrained environments
  15. Understanding and ensuring compliance with relevant health and safety regulations and quality standards
  16. Providing advice and consultancy support to engineering manager and operations.
  17. Preparing equipment specification and data sheet and put requisition to purchase equipments.
  18. Writing computer software and test procedures
  19. Developing new business proposals.
  20. Initiates process and instrument changes throughout the plant.
  21. Acts as a resource to the plant  for coordination of improvement opportunities and support during implementation of control and instrument process improvements.
  22. Liaises between shifts to confirm that control and instrument related knowledge is shared and understood in the field.
  23. Conducts focused studies of control and instrument operations to improve performance
  24. Recommends facility improvements in instruments in response to wastes that are difficult to handle.
  25. Evaluates and recommend control & instruments for wastes as potential candidates for incineration based on process design.
  26. Provides support and resource to other instrument technician  for:
      1. Updating and maintaining current loop descriptions.
      2. Evaluating/improving proposed control strategies with Engineering Department.
      3. Modify and maintaining Bailey logic and updating of logic diagrams.
      4. Upgrading alarm logic and control set points.
  27. Prepares and/or reviews new Standard Operating Procedures for control and instruments.
  28. Participates in approving sponsoring and initiating Management of Change (MOC).
  29. Provides technical expertise where required to define necessary control instrument and process change including agreement between shifts prior to MOC submission.
  30. Actively works to optimize the control instrument and process to improve the plant efficiency.
  31. Interfaces with operations sales and Marketing to develop new control and instrument strategy if require
  32. Participates in Process Hazard Assessment (PHA) REM and HAZOP associated with plant control instrument operations.
  33. Assists to support maintenance during major outages.
  34. Assists in planning engineering project implementation to provide minimal disruption to operations during regular production periods.
  35. Assists with and oversees capital projects as assigned.
  36. Provides technical support to Engineering as required in design and charter preparation.
  37. Supports other initiatives of the Plant to promote a healthy and positive work environment and enhance employee morale and engagement.
  38. Completes other duties as assigned.

Qualifications :

Knowledge Skills and Experience:

  • Minimum of 2 years related industrial/ residential process experience.
  • Preference for 3 to 4 years related experience.
  • Control and Instrument Technician Journeyman Ticket from reputed Instituation and  of demonstrated control and instrurment  experience aptitude and specific skills training.
    • advanced process control (APC)
    • distributed control systems (DCS)
    • programmable logic controllers (PLC)
    • supervisory control and data acquisition (SCADA)
    • Security system
  • Strong customer service attitude and commitment to providing exceptional customer service and quality results.
  • Excellent interpersonal and conflict management skills to facilitate working effectively with wide range and number of people including peers and manager employees and other departments divisions and management within all levels of the organization.
  • Excellent negotiation persuasion and listening skills to facilitate successful resolution of employee and management concerns and requests.
  • Strong verbal and written communication skills to facilitate and promote open discussions and understanding.
  • Effective time management decisionmaking and planning and organizing skills.
  • Attentiveness to details and ability to manage a diverse workload within a fastpaced environment with changing multiple priorities and frequent interruptions.
  • Ability to work collaboratively as part of a team as well as independently with minimal supervision.
  • Proven organizational and creativeproblem solving skills.
  • Stronge  computer skills to operate DCS PLC and  MS Office Suite (especially Outlook Excel and Word).
  • Good background in control instrument and process operations.
  • Good troubleshooting skills.
  • Ability to work oncall and outside of regular business hours as the facility is operational 24/7.
  • Ability to maintain confidentiality to comply with all regulatory requirements and Company Privacy and Confidentiality policies and procedures.
  • Ability to complete all conditions of employment including criminal record check negative alcohol and drug test current and clean Class 5 drivers license preemployment medical and background check. 

Work Environment: 

General hours of work for the Control and Instrument technician will be four 4 days per week ten hours per day Monday to Thursday or Tuesday to Friday ; however incumbent is required to work hours necessary to achieve Department and Company/Client objectives. With prior approval incumbent has flexibility to adapt hours to meet business and personal needs.  Position is based on a 40hour work week.
