Job Description

The Consultant shall:

  • Undertake a quick scan assessment of all the facilities by mapping their processes machinery products and services.
  • Develop design print and place BCC messaging for energy efficiency and occupational health and safety for all the facilities.
  • Design print and place appropriate branding and marking identifiers for all the EE technologies cofinanced by IMEU project for the 12 facilities under catalytic grants portfolio.
  • Undertake a half day awareness training for each facility on the value of maintaining visibility identifiers and BCC messaging on EE and Occupational health and safety.
  • Write and share a final activity report with attached inventory of all the technologies that have been branded and marked BCC messaging.

Deliverables

1. Inception report

Outputs

  • Clear understanding of TOR and pool of expertise proposed

Quality expectations

  • 10 pages maximum with clear approach

2. Markings and EE messaging developed

Outputs

  • Branding and markings for each facility
  • EE messaging designed and printed
  • OHS messaging designed and printed

Quality expectations

  • All the branding marking and EE and OHS messaging is designed approved and printed

3. Final activity report

Outputs

  • Narrative and pictorials

Quality expectations

  • 15 pages max

Copyright and intellectual property rights

The intellectual property rights of all reports documents and publicity outputs product designs business knowhow and confidential information generated pursuant to this consultancy implementation shall be the property of SNV and the respective partnering grantee unless otherwise agreed in writing and signed by SNV.

The consultant shall be directly supervised by the Market Development Fund Manager who reports to the Project Manager Inclusive Markets for Energy Efficiency in Uganda Project.


Qualifications :

Evaluation criteria

The criterion for evaluation is based on the technical understanding as well as a value for money offering of the Consultant.

Technical

  • Understanding of the TOR: The consultant should demonstrate a clear understanding of the terms of reference (maximum score 20
  • Approach and Timelines: The consultant should evidence completeness and clarity of the suggested approach to the study as well as realistic timeframes to complete the assignment (maximum score 20
  • Experience: Consultant should demonstrate experience and exposure to similar assignments (maximum score 20
  • Knowledge skills and expertise of the team proposed: The team should have the relevant expertise in the different aspects required of the assignment (maximum score 20
  • Value for Money:  The consultants financial proposal should demonstrate value for money for the assignment (maximum score 20


Additional Information :

Contract project fees and duration

The assignment is expected to be undertaken within a maximum of 35 days.  The contract shall be a fixed term with all the key activities and deliverables paid based on the value for money offering agreed upon during negotiation.

Payment terms

The proposed payment terms are as follows

  • 30: Inception report
  • 60: Placement of designed and printed approved branding marking and BCC messaging in all the facilities as well as planned awareness training for each facility
  • 10: Final detailed activity report on all the undertakings

Key compliance issues

The lead consultant should possess at least a degree in any of the following disciplines: Communications Marketing Social Sciences and Business Management. He/she should evidence at least 7 years experience in behavioural change communication messaging design and marketing of renewable energy and energy efficiency technologies and services and branding and marking of equipment.

Other Associate Consultants should have evidence expertise and experience in Renewable energy and Energy efficiency Occupational Health and Safety. Each of the associate consultants should evidence experience of at least 5 years.

The consultants should demonstrate the following competencies:

  • Proven experience in branding and marking equipments
  • Strong research and analytical skills
  • Demonstrated stakeholder engagement and facilitatory skills
  • Good understanding of the renewable energy and energy efficiency subsector
  • Demonstrated understanding of occupational health and safety
  • Demonstrated documentation and dissemination skills

The consultant during the of the task must comply with the following key issues.

  • Adherence to SNVs Environmental and Social Safeguard requirements.
  • Compliance with SNV branding guidelines.

Due diligence instructions

The Applicant must evidence the following as part of the application.

  • Company Legal registration documents (Articles of Association and Powers of Attorney)
  • Tax Compliance Certificate
  • Valid trading license
  • Company profile
  • CVs of all the proposed staff for the assignment
  • References for earlier comparable assignments undertaken
