Job Description

The Deputy Chief Medical Officer (DCMO) is responsible for assisting the Chief Medical Offer (CMO) in providing medical oversight direction and leadership to the medical staff regarding all areas of healthcare for the CARE Doha Medical Facility Program. 

Key Responsibilities:

  • Assists CMO by leading in quality development and clinical governance agendas ensuring proactive adherence to the Code of Conduct of medical practice medical staff modernizing medical recordkeeping systems enhancing infection control protocols ensuring patient safety and improving emergency response preparedness. 
  • Serves as the chair of the Medical Executive Committee (MEC) in the absence of the CMO which meets monthly. Ensures that meeting minutes are written and uploaded to Share Point. 
  • Provides oversight of other committees of the clinic (e.g. Pharmacy & Therapeutics Credential and Privileging Peer Review Infection Control) when directed by the CMO. Ensure that the committees report monthly to the MEC. 
  • Ensures that monthly routine peer review of medical charts is performed and peer review results are uploaded to Connect Teams.
  • Makes sure that all Focus Professional Practice Evaluations (FPPE) and Ongoing Professional Practice Evaluations (OPPE) are current.  
  • Provides direction as appropriate to clinical case management including patient movements and referral offsite in close collaboration with Department of State and collaborating organizations. Works closely with the other leaders supporting the CARE Doha project to ensure business continuity from a medical aspect. 
  • Promotes International SOS Standard Operating Procedures and Protocols.  
  • Serves as the main clinical liaison between staff and CMO and assists CMO with supervision of medical staff. 
  • Provides strategic direction for medical staff and physician services programs to meet short and longterm goals. 
  • Serves as the clinical leader for the organization and provides support and education for other clinical leaders in support of the CMO. 
  • Provides leadership oversight and accountability for the operational effectiveness of the physician services program. 
  • Reports on metrics to measure the impact of physician services. 
  • Participates in the development of administrative policies and medical practice procedures policies guidelines and SOPs. 
  • Provides advice on the suitability of existing medical equipment formulary and supplies and makes recommendations on future needs. 
  • Assists in planning for the development of new medical services. 
  • Ensures periodic review of practice management functions and reviews patient satisfaction surveys and complaints. 
  • Provides medical consultation as required. 
  • Participates in the development and implementation of training and educational programs. 
  • Participates in site meetings with the Prime Contractor and/or onsite government representatives as requested by the Project Manager. 
  • Participates in all government audits under the SOW as requested by the Project Manager. 
  • Reports to CMO to assure quality and compliance. 
  • Involved in critical incident review as required. 
  • Serves as the Medical Director for the EMS service in the absence of the CMO and coordinates with the EMS Lead for skill validation and protocols.  
  • Other duties as required. 

Additional Duties: 

Compliance with International SOS policies and procedures. 

The following positions are to be supervised directly by the incumbent; however this may be subject to change in line with changing business needs.

Qualifications :

Required Skills and Knowledge:

  • A minimum of two 2 years experience in a healthcare leadership role and clinical experience within the past five 5 years preferably in a remote site.  Exceptions may be made through discussion between local and corporate Intl. SOS leadership. 
  • Demonstrated experience in executivelevel interpersonal skills and ability to work in a matrix environment. 

Experience Preferred:  

  • Experience on a military site working as a government subcontractor or prime contractor is preferred. 

Education Required: 

  • Current and unrestricted medical license to provide healthcare within scope of practice. 
  • Graduated from an approved medical school and completed a residency or fellowship as a Doctor of Medicine (M.D. or Osteopathy (D.O. from a school approved by a recognized accrediting body in the year of the applicants graduation. 
  • Board certified in Family Medicine Internal Medicine or Emergency Medicine. 
  • Current or ability to obtain American Heart Association Basic Life Support (BLS) Pediatric Advanced Life Support (PALS) and Advanced Cardiac Life Support (ACLS) certification. 
  • Current Certification or ability to obtain the American College of Surgeons Advanced Trauma Life Support (ATLS) certification is preferred. 
  • DEA license or equivalent. 

Other Special Qualifications: 

  • Must be able to read write and speak English to effectively communicate. 
  • This position is accompanied. No pets. 
  • Ability to obtain a base security clearance. 
  • Must be able to relocate to Qatar.  
  • A valid passport form Country of Record is required and must be in your possession prior to relocation. You must maintain a current passport during your stay in Qatar. 


Additional Information :

Pay range is based on several factors and may vary in addition to a full range of medical financial and/or other benefits. Final salary and offer will be determined by the applicants background experience skills internal equity and alignment with geographical market data.
