The Market Oversight directorates mission is to promote conduct that supports trusted orderly and efficient primary and secondary markets in the UK which work in the interests of all participants and stakeholders. Market Oversight has 4 departments Primary Market Oversight Listings Secondary Market Oversight and Market Oversight Data & Intelligence.
Market Oversight Data and Intelligence (MODI) delivers a range of services and undertakes case work and intelligence to enable Market Oversight promote conduct across primary and secondary markets; and enabling Listings.
A vacancy has arisen for a technical specialist reporting to the manager of Fixed Income Currency & Commodity FICC) Monitoring team. This role will form part of the newly formed MODI department that seeks to use data and intelligence to oversee markets and develop interventions to support Market Oversights mission.
The successful candidate will work closely with the head of MODI the directors of Market Oversight the other departments within Market Oversight and elsewhere within the organisation. The role holder will ideally:
Have extensive work experience in a variety of fixed income currency and commodity (FICC) markets
Have experience designing and delivering market monitoring capabilities or undertaking market monitoring in FICC markets
Have experience undertaking research on financial market data economic data and regulatory data in financial markets especially in FICC markets
Experience working with other central banks regulators or key data providers
Experience working across large organisations
Experience working with data and IT specialists in financial institutions (such as regulators banks trading firms or trading venues)
What will you be doing
As a Technical Specialist in FICC Monitoring & Engagement you will be responsible for:
Building FICC market capabilities and knowledge in the team and across Market Oversight and beyond
Agility is key to respond to market movements
Designing and delivering financial market insights and research alongside the growing FICC market monitoring and alerting capabilities to enable informed responses including during times of financial crises
Using own and others market knowledge to assess and triage market harms prioritise and develop intervention strategies for those harms
Communicating/influencing senior internal and external stakeholders
Working with data scientists and market experts (both within Market Oversight and beyond) to monitor markets to detect and triage market harms
What will you get from the role
This is an exciting opportunity to help build out a new department intended to move the FCA forward in the use of market data and intelligence particularly in FICC markets. You will help steer and design the delivery of key elements of our strategy for the next few years and work on an area of the business that has the attention of the executive. You will have exposure to senior management both within the FCA and within firms.
You will be working with some of the richest market data sources in the world and have access to advanced analytics tools and a dedicated data science data analysis team focused on markets data. You will be building these data out expanding our coverage into FICC markets. You will be defining what is important and ensuring that the foundational data and IT capability is pointing to what is important. You will be working experimentally pushing out the boundaries of our capability

Minimum
Extensive financial market experience across FICC (Fixed Income Currencies and Commodities) markets including experience of trading strategies and market microstructures
Data analysis skills which could range from advanced Excel skills to advanced data science skills (such as Python and SQL)
Good working content experience of commercial or regulatory market data
Essential
The ability to manage prioritise and deliver across a diverse range of different projects and workstreams
A proven track record of acting as a decision maker and the ability to make timely judgements
The ability to develop implement and improve internal processes
Effective negotiation and relationship building skills the ability to robustly communicate difficult messages and to employ a range of influencing styles
Ability to build strong and effective working relationships with colleagues and other stakeholders
Strong verbal and written communication including the ability to explain complex markets concepts to nonspecialists
Nurturing junior staff including passing on knowledge and building capability and expertise
