The New York City Department of Citywide Administrative Services (DCAS) Human Capital Line of Service seeks to hire an Assistant Commissioner for Strategic Planning and Services to oversee the team that provides guidance direction and oversight of all City policies and all civilservice related matters which impact City agencies business process and the entire Citys workforce. The Assistant Commissioner will lead Human Capitals strategic longterm planning and policy efforts serving as a hub for legislation rulemaking memorandums and tracking mandates and commitments. The position will guide and oversee the development of new or updating currently enacted Citywide Personnel Policy Bulletins Commissioners Directives Mayors Personnel Orders and related policy documents as well as working across Human Capital and with DCAS Public Affairs to provide intergovernmental support to prepare for legislative hearings develop legislative strategy oversee the operationalization of local laws and key mandates/initiatives and ensure timely communication and reporting of key milestones and deadlines. The selected candidate will liaise with City Hall and key agency stakeholders in policy development and oversee a team of a subject matter experts in working with city agencies towards the implementation of personnel policies enacted at the City State and Federal level.
As Assistant Commissioner for Strategic Planning and Services the selected candidate will:
Establish a strategic hub for Human Capital and citywide special projects and to drive longterm planning policy and mandate progress. Coordinate across all bureaus including Examinations Workforce Operations NYCAPS Central and the Chief Administrative Officer evaluating operating models reviewing KPIs identifying and addressing needs and building strategic partnerships including with organized labor and other stakeholders that advance DCAS mission and the Deputy Commissioners vision.
Serve as a liaison between DCAS and senior management in various City agencies regarding civil service and other human resources management issues. Provide guidance in a timely manner and escalate when necessary.
Manage a team of subject matter experts on citywide personnel policies (CPPs) responsible for the development of key policies programs and guidelines that will support agencies and the civil service system. On citywide personnel policy matters ensure standardization across City agencies provide counsel to agencies and support compliance with City State and Federal policies as well as employment laws and regulations. Work with agencies to resolve complicated civil service issues including to reduce the number of provisional employees in City government.
Oversee the management of the Medical Appeals and Reinstatements (MAR) program which ensures civil service law compliance by coordinating medical examinations of employees or former employees who may be unable to perform the duties of their position by reason of a disability.
Provide strategic direction to other City agencies related to classification and compensation matters; and liaise with oversight agencies such as the Office of Labor Relations (OLR) and Office of Management and Budget (OMB) on outoftitle work complaints labor contracts and other statutory issues.
Ensure that proposals to establish titles in the exempt noncompetitive and labor classes for New York State Civil Service Commissions approval are prepared within their guidelines regulations laws and policies.
Oversee the formulation of classification salary allocation policies and procedures and the establishment of appropriate compensation for new titles and those not represented by collective bargaining.
Support external communications and lead as necessary. Develop a strategic communication plan to highlight Human Capital and the municipal workforce progress towards mandates and commitments respond to external inquiries and develop a robust communications presence including through digital and traditional formats. Develop materials and messages that provide agencies current and future employees with clear and concise information to improve communications and transparency.
Internally work with Human Capitals Senior Advisor to provide intergovernmental support to prepare DCAS for legislative hearings develop legislative strategy oversee the operationalization of local laws and key mandates/initiatives and ensure timely communication and reporting of key milestones and deadlines.

ASSISTANT COMMISSIONER (DCAS) 95613
Qualifications :
1. A baccalaureate degree from an accredited college and four years of satisfactory fulltime experience of a nature to qualify for the duties of the position at least 18 months of which must have been in an administrative managerial or executive capacity or supervising personnel performing activities related to the duties of the position; or
2. Education and/or experience equivalent to 1 above. However all candidates must have the 18 months of administrative managerial executive or supervisory experience described in 1 above.
