This position involves many types of planning inspection design training technical support and compliance assistance services related to Colorado Discharge Permit Systems (CDPS) and other state or National Pollutant Discharge Elimination System (NPDES) regulations and permit holders. The role requires technical knowledge and understanding of Clean Water Permits and the federal Clean Water Act (CWA) along with the skills to administer water wastewater and stormwater regulatory programs. The Regulatory Compliance Specialist will work collaboratively with a team of Regulatory Compliance Specialists to deliver compliance solutions and translate regulatory language into actionable common language. Additional responsibilities include:
- Interpret Federal State and local regulations and ordinances and select appropriate methods and procedures for maintaining water quality permit compliance.
- Write and edit program documents and reports that effectively communicate stormwater requirements to stakeholders.
- Frequently work with federal state and local regulatory agencies to ensure compliance.
- Assist clients with compliance inspections with applicable national state and local environmental water quality standards including all Minimum Control Measures of the Municipal Separate Storm Sewer System (MS4 permit. Some travel outside of Colorado may be required for site inspections.
- Perform regular inspections on construction sites stormwater facilities municipal water and sewage systems industrial facilities and more.
- Coordinate with local governments and clients to issue notices of violations and enforcement actions as needed.
Qualifications :
Required:
- A bachelor of science degree in science engineering or a related field
- Approximately 2 to 6 years of experience with regulatory compliance related to the CWA
Preferred:
- Demonstrated knowledge of federal state and local environmental regulations
- Experience with the NPDES Colorado clean water permitting sectors and CDPS as well as experience implementing the Minimum Control Measures of the MS4 permit
- Experience writing documentation and procedural materials for multiple audiences
- Experience performing stormwater construction postconstruction and/or facility inspections
- Experience leading environmental compliance inspections documenting and communicating inspection results; and recommending corrective actions for noncompliance
- Knowledge of the U.S. Environmental Protection Agencys Industrial Pretreatment Program
- Experience issuing Industrial Pretreatment permits and licenses and inspecting distinct types of existing pretreatment systems
- Experience reviewing design and construction drawings for compliance with local regulations and standard engineering practices

Compensation: Salary depends on experience and expertise. The typical salary range for this position is $70000 to $90000. Compensation includes a comprehensive fringebenefits package.
