The Fiscal and Personnel Unit is the Bronx Borough Presidents main financial and HR department. It handles key financial and staffing operations. Team members work collaboratively in a flexible servicefocused environment where reliability and results are prioritized. Staff are expected to produce quality work engage in continuous improvement and expand their knowledge of procurement and government operations. This role requires teamwork to support the agencys vision.
The Bronx Borough Presidents Office is seeking a Director of Fiscal & Personnel to oversee the financial and human resource functions for the agency and 12 Bronx community boards. The Director will manage fiscal operations and HR processes while ensuring compliance with all applicable laws. The role requires collaboration with internal teams vendors and city agencies with a focus on achieving operational goals in a timely efficient and serviceoriented manner.
The positions responsibilities will include but not be limited to:
Manage staff responsible for:
oMonitoring OTPS and PS budgets grants contracts and Agency PCard/Travel Card usage.
oInitiating processing and tracing purchase requisitions & purchase orders for supplies & services.
oReviewing payment packages for completeness and accuracy.
oResearching FMS M/WBE directory NYC requirement contract NYS preferred source vendors.
oImplementing and developing tools and processes for budget tracking and analysis.
oHuman Resources (includes Appointments Title Changes Resignations Retirements etc. Employee Health Benefits Management Welfare Fund Deferred Compensation NYC Retirement Flexible Spending Accounts Transit Benefit Program Savings Bonds and any other employee programs available; (for this agency and the 12 Community Boards.
oPayroll: generating the Biweekly Payroll Recurring Increment Payments Differentials Salary Adjustments Supper Money; (for this agency and the 12 Community Boards.
oTimekeeping (for this agency and the 12 Community Boards) includes monitoring the monthly accruals and usage by the employees monitoring the tracking of compensatory time usage of undocumented sick leave lateness etc.
Serve as the security officer and the agency liaison for the city portal platform including PMS FMS CHRMS NYCAPS etc.
Serve as the Agencys the liaison for the Financial Disclosure; one of the contacts for the Comptrollers Directive 1 filing requirements.
Prepare reports as required by City State Federal law requirements.
Responsible for special projects or assignments which require a thorough understanding of fiscal and HR departmental procedures.
Perform related duties and as required.

Qualifications :
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
