About the Agency:

The New York City Department of Housing Preservation and Development (HPD) promotes quality and affordability in the citys housing and diversity and strength in the citys neighborhoods because every New Yorker deserves a safe affordable place to live in a neighborhood they love.

HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness Mayor Adams comprehensive housing framework. To support this important work the administration has committed $5 billion in new capital funding bringing the 10year planned investment in housing to $22 billion the largest in the citys history. This investment coupled with a commitment to reduce administrative and regulatory barriers is a multipronged strategy to tackle New York Citys complex housing crisis by addressing homelessness and housing instability promoting economic stability and mobility increasing homeownership opportunities improving health and safety and increasing opportunities for equitable growth.

Your Team:

The Office of Neighborhood Strategies (ONS) is charged with ensuring that HPDs development and preservation efforts are guided by meaningful community engagement and coordinated with public investments in infrastructure and services as put forth in the Mayors Housing Plan.

ONS is composed of two divisions and a crossdivisional unit reporting to the Associate Commissioner:

The Division of Planning & Predevelopment (P&P) is central to developing and managing HPDs housing production pipeline from project proposal phases through the land use review and entitlement process to ensure that HPDs investments contribute to building strong healthy resilient neighborhoods in all five boroughs.

The Division of Neighborhood Development & Stabilization (ND&S) leads the agencys commitment to neighborhood planning and strategic preservation through engagement with tenants landlords community leaders and neighborhood stakeholders as we work to enable strong and healthy neighborhoods anchored by affordable housing.

The Strategic Initiatives Unit leads special ONS initiatives and provides essential technical planning and policy support to staff and the Associate Commissioner of Neighborhood Strategies.

Your Impact:

As a Predevelopment Planner for the Division of Planning and Predevelopment you will be responsible for helping to develop implement and manage all HPD predevelopment activities related to the development of a portfolio of Cityowned parcels and/or projects financed or sponsored by HPD for the development of affordable housing and ensuring that these projects are viable financially feasible and guided by meaningful community engagement and principles of design excellence.

Your Role:

Reporting to the Deputy Director and the Director of Predevelopment Planning and Urban Design your role will include helping to create requests for proposals for the development of Cityowned development parcels participating in the proposal review and selection process undertaking site analysis studies engaging with other units while coordinating the incorporation of their expertise in decision making planning and facilitating community workshops and managing the critical path toward project entitlement and development financial closing.

Your Responsibilities:
Work with a Director and Deputy Director to effectively drive forward a select portfolio of complex projects along while coordinating input from and building relationships with community members technical experts agency partners and agency leadership.
Manage track report and ensure that project milestones are being undertaken in a timely efficient and effective manner
Flag and analyze planning/political issues arising in projects that may have policy implications
Ensure that equity and design excellence is upheld as a priority at each stage of the review and selection process
Create clearly articulated and compelling publicfacing materials including maps data visualizations and plainlanguage explanations of complex policy issues
Develop goals and activities manage logistics and create communications materials for public workshops
Preferred skills
Knowledge of urban planning; real estate finance and development; urban design; urban planning; community engagement; land use; environmental reviews
Experience working with organizations and residents of racially economically and culturally diverse neighborhoods
Experience engaging with lowincome communities of color and concepts of equity power privilege and/or social justice
Knowledge of the New York City Zoning Resolution and New York City land use approval processes
Proficiency in Microsoft Office applications including Excel and PowerPoint
Excellent project management skills and demonstrated ability to meet deadlines and manage multiple projects in a fastpaced environment
Ability to collaborate with and relate to people from different backgrounds and to present information clearly to people with varying levels of understanding of real estate development and zoning
Familiarity with affordable housing design and construction and interest in promoting design quality
Knowledge of New York City government and housing issues
Ability to take initiative and to work both independently and with others
Patience and a sense of humor

Qualifications :

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
