2. Duties and Responsibilities
The selected candidate will lead the implementation of the EU funded project: "Strengthening the
National Council for Persons with Disabilities NCPD human and institutional capacity to promote
better inclusions of persons with disabilities in Egypt". He/she will have to have a good theoretical and
practical competence in the activities administrativeaccounting management/control/supervision of
initiatives relating to the sector of development cooperation and will liaise with the Coordinator of a
AICS funded project: "Promotion of the rights and social inclusion of persons with disabilities in
Egypt" also benefiting the NCPD to ensure that the work is done in synergy.
The Project Manager will report to AICS Social Development Sector Coordinator and will act under
the supervision of the Head of the AICS Office.
> He/she will be directly responsible of:
Ensuring the correct administrative and financial management of the Programme.
Assisting and supporting the Financial and Administrative Officer (National) in his/her tasks and in
particular in budget control and in preparing service contracts and procurement tenders.
Leading the recruitment of the consultants for the Programme including by drafting all administrative
documents and ensuring a close monitoring of the consultants performance.
Ensuring a close monitoring as direct supervisor of the financial and administrative officers
performance.
Ensuring that the inception phase is conducted in a timely and efficient manner that information are
collected for him/her to prepare the Action revision according to the outcomes of the inception phase.
Checking the completeness reliability and consistency of the Programme implementation against the
logframe and budget.
Pro actively collaborating with the Coordinator of the AICS funded project benefiting the NCPD. In
particular by proposing and/or making time to participate to coordination meetings sharing information
regularly collaborating to a joint planning as much as possible with the intent to doubling the
achievements and avoiding duplication.
Preparing and maintaining a monitoring plan of the project.
Making sure all will be in order for internal and external audit verification.
Preparing and delivering against an EU appropriate visibility plan with time bound benchmarks to
be constantly agreed upon and reviewed with the NCPD and AICS.
Reporting to AICS and when requested to the EU.
Progressively preparing recommendations to all stakeholders on the after project: what remains to be
done how to ensure sustainability of the project achievements etc.
Performing any other relevant task as required.
Requirements
3. Essential Requirements
3.1 Education background
Bachelors degree in Political Science Law Sociology Economics or similar fields of study. Other
degrees may be accepted if supported by qualified professional experience in the sector of
intervention.
3.2 Language skills
a. Arabic native speaker.
b. Very good command of English both written and spoken (Cl European Level).
3.3 Experiences and competences
Minimum of 4 years of relevant professional experience in the field of social work protection system
in Egypt.
Proficient in using computers including Microsoft Office programs spreadsheet email (outlook) and
nternet.
4. Preferred requirements
Will be additionally considered the following preferred requirements:
Previous experience managing EUfunded projects grant and tender processes and knowledge of
rules regulations and procedures in use by the EU (e.g. reporting obligations; PRAG)
Higher degrees and qualifications that have specific relevance to the functions to be performed under
this assignment.
Relevant professional experience in promoting the rights of persons with disabilities and their inclusion
and/or in assisting national authorities in system strengthening programs.
Relevant experience of at least one year in project management including managing funds and human
r e s o u r c e s .
Relevant professional experience with Italian and international organisations (UN EU).
Strategic and effective communication skills.
