Support Emergency Response Coordinators to effectively implement emergency response systems and strategies for QatarEnergy and Offshore Operators.
Development of Emergency Plans:
Design Emergency Plans: Develop comprehensive emergency response plans that outline actions to be taken during various types of emergencies, such as fires, floods, chemical spills, and other disasters.
Risk Assessment: Conduct risk assessments to identify potential hazards or threats specific to the organization, region, or facility. Assess the likelihood and potential impact of these risks.
Plan Customization: Tailor emergency response plans to the unique needs and circumstances of the organization, ensuring that all relevant scenarios are covered.
Define Roles and Responsibilities: Outline the roles and responsibilities of all personnel involved in the emergency response, including first responders, team leaders, and support staff.
. Coordination and Collaboration:
Work with Stakeholders: Collaborate with internal teams (e.g., HR, security, operations) and external stakeholders (e.g., local authorities, fire departments, medical teams, and government agencies) to ensure coordination in emergency response efforts.
Liaise with Government Agencies: Work closely with government agencies and emergency management organizations to ensure that plans align with national or regional disaster response frameworks and regulations.
Establish Communication Channels: Develop and maintain clear communication protocols for use during emergencies. Ensure that all stakeholders can easily contact one another in times of crisis.
Training and Drills:
Conduct Training Programs: Organize and lead regular emergency response training for employees and other stakeholders, ensuring everyone understands the emergency procedures and their specific roles.
Plan and Execute Drills: Coordinate and oversee simulated emergency drills (e.g., fire drills, evacuation exercises, hazardous material spill drills) to test and refine the emergency plans.
Evaluate Training and Drills: After each training or drill, assess the effectiveness of the emergency response, identify any gaps in knowledge or procedures, and make necessary improvements.
Continuous Education: Provide ongoing education and awareness programs to keep employees informed about new emergency procedures, equipment, and protocols.
Resource Management:
Identify and Allocate Resources: Ensure that adequate resources (e.g., first aid supplies, fire extinguishers, emergency kits, communication devices) are available for effective emergency response.
Ensure Equipment Readiness: Make sure all emergency response equipment is in working order and regularly inspected. This may include medical supplies, backup power systems, fire alarms, etc.
Maintain Emergency Stockpiles: Manage the inventory of emergency materials and supplies to ensure readiness during any incident.
- Minimum Experience: Min 10 years' of experience in Emergency Response and /or Safety. Broad knowledge of Safety and Emergency Response aspects in the Offshore oil & gas industry; sound knowledge of offshore site operations; good understanding of Incident Command System (ICS); Credible emergency scenarios and response systems.
- Experienced in development of associated policies and procedures.
- Job Specific: High organization and negotiation skills; Excellent verbal and written communication skills; Excellent presentation skills; Strong customer (operations) focus & credibility within the organization; Ability to instruct, train, coach and mentor senior staff.
Educational Qualifications
Minimum Education: Bachelor Degree in relevant subject or equivalent
