The SQS is responsible for cost control managing a team of Intermediate Quantity
Surveyors ensuring effective management and control of spend and ensuring payments are compliant with the reimbursement principles (schedules of rates bills of quantity materials on and offsite payments etc.) as well as monitoring the anticipated final project costs. Providing overall cost management and cost advise to the multidisciplinary team ensuring project goals and budgets are met.
Team Management:
- Support the Head of Programme Controls and the Quantity Surveying Manager in leading a team of Intermediate Quantity Surveyors in the Programme each responsible for the implementation of cost management on their projects
- Oversee the day to day activities of the Intermediate Quantity Surveyors ensuring the appropriate implementation of cost management processes on the projects
- Develop and maintain a detailed resourcing plan for the delivery of cost management on the projects through the Cost Managers
- Provide support to the Intermediate Quantity Surveyors in their day to day delivery functions Be responsible for reporting on the performance of the projects under their remit
- Work with the Programme Director to address any issues that arise in the course of the delivery of the projects.
Programme Cost Management Activities
- Support the development of the process procedures and polices for the Contracting Entitys cost control standards ensuring those standards take account of industry standards and any contractual terms and conditions.
- Monitor and assure compliance with Contracting cost control standards notifying the Programme Director and Project Manager of any nonconformance issues.
- Develop the cost management strategy for the programme.
- Reviewing the proposed contractor Key Performance Indicators for cost spend and budget management. Oversee the management of variations monthly cashflow forecasting and any amendments / variances retention liquidated damages etc.
- Oversee the advice provided to the Risk team of the financial impacts of potential risks.
- Monitor the anticipated final costs of the programme reviewing and approving those completed by the Cost Management team.
- Provide a route to escalation for cost control as required.
- Support Contracting response to contractor claims as required.
- Ensure that the Contracting Entity achieves optimum value for money in the procurement and delivery of the programme.
- Develop and maintain the processes systems and administrative procedures necessary to support the timely and accurate dissemination of cost reports across Contracting Entity.
- Foster relationships with the supply chain and wider industry including contractors consultants suppliers and professional bodies.
- Provide advice and expertise in relation to claims and disputes that may arise on construction and consultancy contracts.
- Review the schedule of rates or Bill of Quantities prepared by the cost consultants for the purpose of preparing a pretender estimate (budget) against the designs commenting as required.
- Review the monthly valuation for postcontract costs valuations variation orders and final accounts of packages.
- Monitor measure and evaluate the cost performance of the projects with respect to onsite progress and disclose.
- Periodically quantify work done evaluate additional work and keep records for materials wastage and contra charges to subcontractor.
- Review cost consultant payment certificates for contractors based on the completed work and follow up for payments collection.
- Review and accept cost consultant final account recommendations and support the final account negotiations.
Skills:
- Ability to work within a multidisciplinary while ensuring that all cost management tasks are conducted in a timely and accurate manner.
- Proficient in MS Office (all packages) and knowledge of project financial and cost management systems Strong commercial and financial awareness including monitoring and coordination of budget .
- Ability to drive team participation and high performance.
- Excellent written and verbal communication skills with strong analytical ability Strong ability to multitask prioritize and work well under pressure to meet established deadlines Welldeveloped interpersonal and communication skills are key along with high personal motivation and energy.
- Good understanding of project governance and procurement processes.
- Ability to develop long term relationships with all team members and effectively balance people and processes.
- Previous experience of managing internal resources including mentoring of more junior staff members.
Qualifications :
- 15 experience at least 3 years within the aviation / transport infrastructure industry Must have a clear understanding of and ability to work with construction contract commercial documents drawings and specifications.
- Strong experience of delivering technically complex and high value infrastructure projects Experience of working in a comparable consultancy environment or with a client or contractor organisation.
- Knowledge of cost management principles methods techniques and tools including the standard method of measurement Knowledge of policy and procedure implementation
