Job Description

  THE COMMERCIAL OFFICER AT DEBMARINE NAMIBIA:

  • Manages the tender and tender selection process in line with the end user and company objectives to ensure the procurement of goods and services that best meet the organisations needs and goals and:

 

  • Engages with end users to determine and understand the business requirements.
  • Formulates procurement approach and selection criteria relevant to end user requirements and discussing them with the end users.
  • Identifies and recommends potential tenderers aligned with Debmarine Namibias preferential procurement strategy.
  • Produces and issues prequalification enquiries to selected tenderers and manage the tendering process including tender clarification.
  • Facilitates commercial evaluation and adjudicating of tender response recommendations and discussions with the end users.
  • Facilitates the advertising process for tenders in the local and international media for the purpose of inviting prospective tenderers and prepares and motivates tender selection to tender board.
  • Manages the contract establishment process in line with end user requirements and Debmarine Namibia as well as Group contract objectives to ensure that the contract accurately reflects the needs and goals of the organisation minimizing potential disputes and maximizing potential value and:
  • Informs suppliers of recommendations and ensuring effective mobilisation whilst final conditions of contracts are finalised.
  • Determines and negotiates contract scope deliverables specifications with end user assistance and supplier engagement.
  • Negotiates standard contract terms and prepares draft contracts after obtaining internal approval and obtain final sign off approval and contract acceptance on behalf of Debmarine Namibia and suppliers.
  • Administers and manages contracts effectively to ensure contractual obligations are met mitigate risks and optimize the organisations value and outcomes and:
  • Facilitates effective contract administration and safekeeping of original contract documents bank guarantees performance bond and product guarantees.
  • Assists contract owners in negotiating scope changes with suppliers and for price escalations and amendments and obtaining the necessary approvals.
  • Ensures effective contract performance monitoring and adherence and facilitate contract liaison meetings and undertakes formal commercial and contract correspondence to suppliers and issue formal contract amendments and updates of contracts.

Qualifications :

CANDIDATE MUST MEET THE FOLLOWING EDUCATION AND EXPERIENCE REQUIREMENTS:

  • National Diploma in Commerce / Supply Chain
  • Bachelors degree in commerce / supply chain will be an added advantage
  • Relevant tertiary qualification in Law / Accounts / Project Management will be considered
  • Five (5) years relevant experience
  • Knowledge and experience of SAP
