Job Description

The Departments Bureau of Sustainability is actively developing the policies and regulations needed to advance New York Citys climate goals. In a city where buildings contribute nearly threequarters of our greenhouse gas emissions a focus on efficiency building energy usage and decarbonization is critical. The NYC Department of Buildings is seeking a Sustainability Enforcement Associate to help with implementation and enforcement of the Citys sustainability laws. The selected candidate will work within the Bureau of Sustainabilitys Office of Building Energy and Emissions Performance (OBEEP report to the Deputy Director of Sustainability Implementation and Program Management and manage a team of three Senior Clerical Associates. This position performs supervisory and difficult administrative and related office duties that are necessary to ensure compliance with sustainability laws and rules such as Local Law 97 Local Law 87 (energy auditing and retro commissioning Local Law 88 (lighting and submetering Local Law 84 (benchmarking) and Local Law 33 (energy efficiency grades).

The Sustainability Enforcement Associate will be accountable for the following:
Managing a team of senior clerical associates tasked with the administration tasks within the Bureau of Sustainabilitys OBEEP unit
Managing the team and overseeing the reviewing and tracking reports for compliance with required lighting upgrades and compliance with submeter installation in tenant spaces and supporting documentation in detail for consistency and compliance.
Tracking and processing fees associated with reporting and coordinating with other DOB units and staff members.
Monitoring intaking and facilitating request for submission challenges and reporting extensions.
Developing and maintaining compliance summaries analyses and spreadsheets.
Researching building and updating multifunctional tracking system with individual property profiles that include all of the Citys applicable sustainability laws.
Provide customer service support by researching and responding to inquiries.
Scheduling and planning logistical coordination including room setup IT support and catering for appointments and meetings with internal staff and external stakeholders.
Preparing meeting agendas taking meeting minutes and coordinating next steps to facilitate progress.
Assisting other staff in the Bureau of Sustainability and Office of the Commissioner as needed.

Required Skills:
1.Familiarity with the following: NYC Construction Codes and related rules the New York City Charter NYS Multiple Dwelling Law NYC Housing Maintenance Code NYC Zoning Resolution and the Energy Code and other sustainability laws and regulations.
2.Proficiency in computer literacy.
3.Excellent writing research communication and analytical skills.
4.Ability to work independently and as part of a team on multiple assignments.
5.Proficiency with PC software such as Microsoft Excel Microsoft Word Microsoft Outlook and Microsoft PowerPoint.
6.Interpersonal skills and the ability to work with people of diverse personal educational and cultural backgrounds in a professional manner.

Qualifications :

1. A baccalaureate degree from an accredited college and three years of satisfactory fulltime progressively responsible clerical/administrative experience one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory fulltime progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in 1 above; or
3. A fouryear high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and five years of satisfactory fulltime progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in 1 above;
4. Education and/or experience equivalent to 1 2 or 3 above. However all candidates must possess the one year of administrative or supervisory experience as described in 1 above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in 1 above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3 years.
