NYC Department of Finance (DOF) is responsible for administering the tax revenue laws of the city fairly efficiently and transparently to instill public confidence and encourage compliance while providing exceptional customer service.
The Treasury and Payment Services Division is responsible for overseeing all City payment websites the payment processing of tax returns property recording forms parking violation programs and the collection of delinquent accounts and oversees the agencys management of the Citys cash balances and its relationships with banking institutions. Treasury and Payment Services is also responsible for collecting outstanding violations issued by City agencies and adjudicated by the Environmental Control Board.
Payments Billing and Refunds is responsible for processing payments for property taxes and propertyrelated charges business and excise taxes and parking and camera violations. The division is responsible for communicating amounts due maintaining the quality of departmental records and providing customer service to individuals seeking information on making payments or receiving refunds. Payments Billing and Refunds performs account adjustments and responds to refund inquiries from the public.
The Rental Program is for businesses such as car rental or leasing companies which rent or lease vehicles to individuals other than the DMV registered owner. Businesses are given access to webbased reports of their unpaid tickets and have 54 days to submit the correct name and address of the person responsible for the ticket(s). The Department of Finance will then transfer the liability of the ticket from the vehicle owner to the verified ticket recipient.
The Fleet Program helps companies to manage their parking tickets by providing webbased reports of outstanding tickets. Participants can create bills and request hearings online. They can enroll in the Fleet Program if a business has one or more commercial vehicles registered or leased under the business name and address. All parking debt must be satisfied before plates are enrolled. There is no fee to participate in this program.
Parking Operations & Planning Division is seeking a responsible individual to work in the Fleet and Rental Unit. With latitude for independent initiative the selected candidate will process the transfer of parking ticket liability from lessors to lessees process enrollment and termination applications and resolve problems escalated to you by customers.
Specific responsibilities will include but not be limited to the following:
Handle and process applications and renewals in both Fleet and Rental programs.
Handle and process parking ticket liability transfers inquiries and claims.
Process documentation for the enrollment and termination of vehicles.
Communicating with program participants by email mail and phone.
Provide excellent customer service and inform customers of needed actions to remain in good standing and enrolled with the Fleet or Rental Program.
Alert managers/supervisors about issues and concerns to improve DOF processes and systems and correct any system production issues.
Prepare and maintain spreadsheets in Microsoft Excel to track progress of Fleet or Rental Enrollments Vehicle Plate Enrollments and Terminations and track outcomes of correspondence with customers.
Other duties as assigned for newly introduced programs.

Qualifications :
1. A baccalaureate degree from an accredited college and three years of satisfactory fulltime progressively responsible clerical/administrative experience one year of which must have been in an administrative capacity or supervising staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and four years of satisfactory fulltime progressively responsible clerical/administrative experience including one year of the administrative supervisory experience described in 1 above; or
3. A fouryear high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and five years of satisfactory fulltime progressively responsible clerical/administrative experience including one year of the administrative supervisory experience as described in 1 above;
4. Education and/or experience equivalent to 1 2 or 3 above. However all candidates must possess the one year of administrative or supervisory experience as described in 1 above. Education above the high school level may be substituted for the general clerical/administrative experience (but not for the one year of administrative or supervisory experience described in 1 above) at a rate of 30 semester credits from an accredited college for 6 months of experience up to a maximum of 3 years.
