Job Description

Position Summary
The Chief Technology Officer of Enterprise Technology is a senior executive responsible for overseeing the technological strategy and innovation within TRS. The Chief Technology Officer aligns technological initiatives with the overall goals of TRS ensuring TRS stays current within the IT industry.
The ideal candidate will have a strong ability to analyze emerging technology trends and best practices using this knowledge to recommend and implement systems and resources that drive efficiency security and innovation. They will lead a highperforming IT Technology Enterprise team ensuring that services are delivered on time within budget and in line with business objectives while fostering a culture of continuous improvement.

Key Responsibilities
Direct all aspects of the daily operations for IT Operations IT Infrastructure IT Security IT Audit and IT budget ensuring alignment with organization strategy and objectives.
Ensure optimal performance reliability and scalability of IT Enterprise Technology to meet the evolving needs of the organization.
Drive continuous improvements in service delivery quality efficiency and timeliness through proactive monitoring metrics and feedback loops.
Lead the development communication and implementation of comprehensive IT strategies policies and procedures.
Foster strategic relationships with external vendors service providers and partner organizations including city agencies.
Define and track Key Performance Indicators (KPIs) and Service Level Agreements (SLAs) for IT Enterprise Technology services across all functions to ensure the delivery of excellent service.
Identify opportunities for process improvements cost optimization and service enhancements. Recommend and implement innovative solutions to address evolving business requirements leveraging emerging technologies automation and industry best practices to drive operational excellence.
Drive innovation through the evaluation and adoption of emerging technologies creating proofofconcepts and pilot programs that demonstrate business value.
Provide mentorship coaching and professional development opportunities for IT Enterprise Technology team members to ensure they stay current with industry trends technologies and service delivery methodologies.
Define and manage the IT Enterprise Technology budget ensuring efficient use of resources and adherence to fiscal constraints.
Serve as a key liaison between the IT Enterprise Technology department executive management and other business units. Regularly communicate ITrelated updates key initiatives and technology roadmaps to senior leadership ensuring alignment between IT priorities and organizational objectives.

Qualifications :

1. A masters degree in computer science from an accredited college or university and three (3) years of progressively more responsible fulltime satisfactory experience in Information Technology (IT) including applications development systems development data communications and networking database administration data processing or user services. At least eighteen (18) months of this experience must have been in an administrative managerial or executive capacity in the areas of applications development systems development data communications and networking database administration data processing or in the supervision of staff performing these duties; or

2. A baccalaureate degree from an accredited college or university and four (4) years of progressively more responsible fulltime satisfactory experience as described in 1 above; or

3. A fouryear high school diploma or its educational equivalent and six (6) years of progressively more responsible fulltime satisfactory experience as described in 1 above; or

4. A satisfactory combination of education and experience equivalent to 1 2 or 3 above. However all candidates must have at least a fouryear high school diploma or its educational equivalent and must possess at least three (3) years of experience as described in 1 above including the eighteen (18) months of administrative managerial executive or supervisory experience as described in 1 above.

In the absence of a baccalaureate degree undergraduate credits may be substituted for a maximum of two (2) years of the required experience in IT on the basis of 30 semester credits for six (6) months of the required experience. Graduate credits in computer science may be substituted for a maximum of one (1) year of the required experience in IT on the basis of 30 graduate semester credits in computer science for one (1) year of the required IT experience. However undergraduate and/or graduate credits may not be substituted for the eighteen (18) months of experience in an administrative managerial executive or supervisory capacity as described in 1 above.
