Job Description

THE POSITION

EXD/PBF/EST is looking for an Analyst to assist in the Budget Cycle and Member Relations (BCMR) Unit. The selected candidate will work in close collaboration with key internal and external stakeholders and will report to the Head of the BCMR Unit. The primary focus of the role will be to provide analytical and administrative support for key processes and reports connected to both the launch and conclusion of the integrated management cycle of the OECD and the development of the biennial Programme of Work and Budget. This includes the Programme Implementation Report (PIR) Enduser Survey (which obtains feedback from thousands of policymakers in Member capitals on the Quality Usage and Impact of OECD products) the Mediumterm Orientations (MTO) Survey (which obtains wholeofgovernment Member preferences for Part I Budget allocations) and supporting ad hoc initiatives and reviews of issues relevant to the Budget Committee. The Analyst could also support transversal projects related to the Organisations corporate reform agenda data analysis and reporting budget management and communications.

Main Responsibilities

Survey Administration Data management and Analysis

  • Assist in preparing the PIR enduser Survey including coordinating with over 1000 Committee Delegates as key contact points and preparing over 30 tailored survey instruments to be sent to Members.
  • Assist in the preparations for the PIR Survey as well as the planned Review of the PIR and MTO processes.
  • Contribute to data management and analysis on survey results including trend analysis relating to product usage to budget estimates and expenditure.
  • As needed extract data from the relevant sources (SAP BusinessObjects PowerBI dashboards etc.) and present the results visually simply and clearly.
  • Assist in the preparation and implementation of the MTO Survey including the analysis and preparation of the results.
  • Assist with other key corporate projects and initiatives as needed.

Reporting and Communications

  • Develop strategic analytical reports and data visualisations for senior management the OECDs Council various Committees and Directorates.
  • Prepare a range of communications to Members and Directorates on the results of the Surveys distilling key messages into easily understandable presentations.
  • Foster and maintain relationships with key internal and external stakeholders to facilitate the work of the EST Division by securing the support of and working in cooperation with these stakeholders.
  • Act as a main contact point for endusers and Committee Delegates resolving technical and processrelated queries.
  • Undertake additional research and analysis to support development and implementation of projects related budgeting planning monitoring and evaluation and reporting.

Qualifications :

Ideal Candidate Profile

Academic Background

  • A university degree in financial management business administration data and statistics public policy or other related discipline (including other STEM and data science disciplines).

Professional Background

  • At least 3 years of relevant professional experience preferably in an international context.
  • Experience in analysing complex information identifying problems and risks assessing their relative importance and proposing alternatives to reduce operational risk increase efficiency and customer service.
  • Ability to analyse data rigorously to digest and transform it into sharp and straightforward reports and presentations for varied audiences.
  • Strong verbal and written communication skills including the demonstrated capacity to draft documents clearly and concisely to meet the needs of intended audiences. Datadriven and evidencebased mindset strong interest in innovation and new technologies.
  • Flexibility and ability to cope with conflicting requests and to meeting strict deadlines.
  • Ability to work with minimal supervision while referring problems to supervisor.
  • Excellent interpersonal skills with commitment to service and teamwork.

Tools

  • Very good command of Microsoft Office Applications (Excel PowerPoint).
  • Experience with PowerBI BusinessObjects and SAP would be an asset.
