Job Description

COM is looking for an Audience Analyst to work in Communications Impact Standards & Capacity Building (CISC) Division under the supervision of the Head of Communications Impact Unit. The selected candidate will provide insights and analysis to support the implementation of the annual communications plan and the delivery of the communication strategy.

Main Responsibilities

  • Lead daytoday operations of opinion & audience research to better the Organisations understanding of the OECDs audiences its influence on policy and the role that communications play in the process.
  • Lead the liaison with delegations and committees (delivering presentations on the teams remit and work validating the quality of the teams inputs into committee reporting).
  • Deploy the necessary measurement solutions and deliver insights to inform strategic documents including on corporate priorities (e.g. Council reports communications strategies and annual plans briefings for ambassadors and delegations etc.).
  • Anticipate research needs and employ a broad range of research methods to meet those needs such as surveys focus groups interviews and/or desk research.
  • Conduct external research by scanning and synthesising insights from external reports and studies to gather strategic intelligence.
  • Monitor and analyse perceptions and sentiment of the Organisation across different audience groups reporting on trends shifts and emerging issues to enhance understanding and responsiveness to public and stakeholder opinions.
  • Establish and manage strategic relations with industry experts public opinion research institutions and evaluation units/groups in other international organisations to exchange best practices and foster a peerlearning community.

Qualifications :

Ideal Candidate Profile

Academic Background

  • An advanced University degree or equivalent in communications market research or other related discipline.

Professional Background

  • A minimum of five years experience analysing messages media information communications.
  • A good understanding/interest of the OECDs substantive work (economy taxes education environment).
  • Experience in an international environment and ability to work crossfunctionally with multiple stakeholders are key assets.
  • Experience in crafting presenting and disseminating complex ideas recommendations and insights from a variety of data sources to leadership and senior decision makers
  • A good knowledge of the OECDs evaluation culture and different approaches as well as a familiarity with key evaluation concepts and practices overall and in other international organisations
  • Ability to prepare insightful visuals and reports both with Microsoft and with statistical software such as R/RStudio (including charts/tables scatter plots box plots etc.) and experience with dashboarding tools (e.g. PowerBI)

Tools

  • Mastery of latest media monitoring tools such as Factiva Cision Kantar Lexis Nexis Meltwalter
  • Strong data analytics skills including a prominent level of experience developing and implementing research programs (stakeholder research opinion surveys evaluation programs etc.) as well as a strong command of data analysis/statistical software such as Excel R SPSS and online survey platforms such as Qualtrics
  • Knowledge of social media monitoring tools such as Talkwalker Brandwatch Linkfluence
  • Advanced research skills including strong expertise in sampling quantitative and qualitative methodologies weighting confidence intervals and margins of error regression analyses and significance testing

  • There are three possible levels for each competency. The level for each competency is determined according to the specific needs of each job role and its associated grade.

Contract duration 

  • Temporary assignment of 6 months
  • Ideal start date as soon as possible
  • This opportunity is primarily open to serving officials. It is also open to temporary staff.

Salary Information  

  • Salary and conditions will depend on the experience of the selected candidate as well as on her/his status (temporary staff or official).  
  • For temporary staff salary starts at 3500 EUR/month (T2/2).
