HPD is entrusted with fulfilling these objectives through the goals and strategies of Housing Our Neighbors: A Blueprint for Housing and Homelessness Mayor Adams comprehensive housing framework. To support this important work the administration has committed $5 billion in new capital funding bringing the 10year planned investment in housing to $22 billion the largest in the citys history. This investment coupled with a commitment to reduce administrative and regulatory barriers is a multipronged strategy to tackle New York Citys complex housing crisis by addressing homelessness and housing instability promoting economic stability and mobility increasing homeownership opportunities improving health and safety and increasing opportunities for equitable growth.


Your Team:
The Office of Asset and Property Management (APM) leads the agencys effort to protect the Citys investment in affordable housing and ensure that properties remain stable and affordable over the longterm. APM actively monitors the performance and regulatory compliance of projects sponsored supervised and owned by the City and connects people to affordable housing opportunities.

The Office of Asset and Property Management (APM) is composed of five divisions which includes the Divisions of Asset Management Property Management & Client Services Housing Supervision Housing Opportunities & Program Services and Coop Readiness & Technical Services.

The Division of Coop Readiness & Technical Services (CRTS) oversees three (3) programs within the Office of Asset and Property Management (APM). The programs are the Tenant Interim Lease (TIL) program which trains and assists tenant associations in cityowned buildings to develop economically selfsufficient lowincome cooperatives; the Technical Services program which provides technical resources to the divisions within APM; and the newly formed Lead Unit which is responsible for assuring leadsafety in cityowned buildings within APM.

Your Impact:

The TIL Outreach Coordinator under general supervision of the Deputy Director of Tenant Association Management (TMA) provides a portfolio of Tenant Associations (TAs) and residents with case management outreach conflict mediation and resolution best practices. You will provide the needed guidance assistance and advocacy to and for households within the TIL program who are in the process of relocating and in need of housing services and resources available.

Your Role:

You will serve as the programs customer service liaison between HPD and TIL residents to help troubleshoot and resolve issues related to the general operations of the program.

Your Responsibilities:

CASE MANAGEMENT
Provide case management to an assigned caseload. Meet with tenants in person daily as needed.
Assist TIL tenants with assigned relocations and manage the entire moving process as needed including the completion of required documents applications and lease signing. Coordinate moving and storage services as applicable.
Document all interactions with and on behalf of residents using building site notes.
Make referrals to communitybased services to address needs beyond housing. Advocate on behalf of clients to ensure appropriate services are provided.
Develop and track outreach metrics assessing community participation on an ongoing basis and adjusting strategy to meet outreach goals.
Managing monitoring and tracking various projects building and unit lists and databases.
Assist with special projects as needed.

COMMUNITY ENGAGEMENT
Provide TIL TAs and residents with conflict mediation and resolution. Respond to complaints and inquiries and provide support to residents.
Organize and manage tenant events workshops and meetings. Create and distribute content to keep the tenants informed and engaged.
Help develop and implement new training programs to educate TIL residents about the resources available to them such as Rent Collection Tenant Clinics Tenant Classes and TIL programmatic requirements.
Gather feedback from TIL residents to improve services and initiatives. Analyze community metrics and report on engagement and satisfaction levels. Develop key performance indicators to monitor progress and outcomes.
Build relationships with and obtain input from a wide range of stakeholders including communitybased organizations (CBOs) legal services providers residents City and State agencies Community Boards and elected officials.
Attend meetings with TAs that typically take place during evening hours at building premises.
Represent HPD at internal and external meetings and other community meetings.

*This is a field position that requires daily travel throughout the City of New York via public transportation.
*TIL Outreach Coordinator is required to work in the field and attend evening and weekend meetings with TAs as necessary.

Preferred skills:

Candidates with substantial work experience in mediation certification or experience in conflict coaching organizational change and leadership development and training in restorative practices will also be preferred.
Minimum 2 years of experience in case management in human services. Homeless rehousing services and property management background preferred.
Demonstrated success in connecting clients with resources. Familiarity with communitybased human services and federal / state / municipal services a plus.
Strong communication public speaking and interpersonal skills are essential along with experience in understanding and facilitating conflict mediation processes with a commitment to practices that support positive relationships.
Must be detailoriented organized and flexible. Must be able to work in fastpaced and highstressed environments. Project management experience a plus.
Demonstrated proficiency in MS Outlook Word Excel. Familiarity with MS Access a plus. Demonstrated ability to learn new software.


Qualifications :

1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
