The Mayors Office of Food Policy (MOFP) advances the Citys efforts to increase food security promote access to and consumption of healthy foods and support economic opportunity and environmental sustainability in the food system. The Office works across city agencies including but not limited to the Departments of Education Health and Mental Hygiene Social Services and Aging to develop and advance innovative food policy. The office reports to Deputy Mayor of Strategic Initiatives Ana Almanzar. MOFP is critical in integrating an equity frame into food policy priorities and solutions. To accomplish this mission the Mayors Office of Food Policy serves as a thought leader facilitator and convener playing a lead role in:
Providing guidance to the Mayor Deputy Mayors and City agencies regarding programs initiatives funding priorities and legislation;
Leading the development and driving successful delivery of crossagency strategy and initiatives that continue to place New York City on the cutting edge of food policy;
Advising and coordinating City agencies and Mayoral offices to ensure a systems approach to food policy initiatives;
Advancing the administrations goal to reach a more equitable sustainable and healthy food system by 2031;
Creating partnerships with advocates nonprofit and community organizations academic institutions and private industry to further carry out its mission.

The Office of Food Policy is recruiting for (1) one City Research Scientist II to function as a Policy Advisor who will:
Manage all aspects of the NYC good food purchasing initiative which include:
a) Collaborate with city agencies to make sure that food contracts are up to date with new guidelines and regulations.
b) Ensure compliance with EO8 of 2022 (data reporting and posting).
c) Be responsive to requests for technical assistance and troubleshooting from agencies subcontractors and vendors.
Drive continuous improvement on established GFP metrics and develop new metrics as appropriate.
Identify opportunities for innovation of internal processes and work creatively to institutionalize what works well. Help originate and define new citywide policies.
Support evidencebuilding efforts through partnerships with external evaluation partners including the City Food Policy Project.
Seek out and drive collaborative efforts with City taskforces on MWBE workforce development asylum seeker operations as well as menuing contracting and policy teams across the city.
Support the Department of Health and Mental Hygiene in the rollout and evaluation of nutritional guidance. Ensure coherence with GFP efforts and realities on the ground.
Participate in domestic and international learning networks on public food procurement.
Work with the MOFP team to support the development and implementation of other innovative food nutrition and business development policy initiatives across a broad range of areas.

Qualifications :
1. For Assignment Level I (only physical biological and environmental sciences and public health) A masters degree from an accredited college or university with a specialization in an appropriate field of physical biological or environmental science or in public health.
To be appointed to Assignment Level II and above candidates must have:
1. A doctorate degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and one year of fulltime experience in a responsible supervisory administrative or research capacity in the appropriate field of specialization; or
2. A masters degree from an accredited college or university with specialization in an appropriate field of physical biological environmental or social science and three years of responsible fulltime research experience in the appropriate field of specialization; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least a masters degree in an appropriate field of specialization and at least two years of experience described in 2 above. Two years as a City Research Scientist Level I can be substituted for the experience required in 1 and 2 above.

Appointments to this position are subject to a minimum probationary period of one year.
