Job Description

The Department of Homeless Services is comprised of 2000 employees and with an annual operating budget of over $1 billion. DHS is one of the largest organizations of its kind committed to preventing and addressing homelessness in New York City. Collaborating with other public agencies and notforprofit partners DHS works to prevent homelessness before it occurs reduce street homelessness and assist New Yorkers to transition from shelter into appropriate permanent housing.

The formulation of placement policies lies at the very heart of DHS operations constituting a missioncritical element and arguably the most pivotal component in the management of two vital units within DHS organization: HERO and Rehousing Support which is led by a team of three Associate Commissioners who assist in the development and implementation of policies related to DHS temporary and permanent placements.

Under the direction of the Chief of Placements with the broadest possible latitude for independent initiative the Deputy Commissioner of Placements holds a pivotal leadership role with significant autonomy and decisionmaking authority within the Placements Division. The primary responsibility of the Deputy Commissioner for Placements is to oversee the development and implementation of policies pertaining to DHS temporary and permanent placements. This position will also be responsible for addressing Agency complaints and handling emergencies around the clock when necessary.

The Department of Homeless Services (DHS) Placement Division seeks to hire one (1) Administrative Director of Social Services M6 to function as Deputy Commissioner of Placements who will;

Oversee operational activities encompassing approximately 270 staff members within the HERO and Rehousing departments. This involves the oversight of a budget of approximately $15 million. Accountable for developing and implementing policies related to DHS temporary and permanent placements. Responsible for formulating strategies for placement policies serving as a missioncritical element and arguably the most pivotal component in managing two vital organizational units: Vacancy Control (HERO) and Rehousing.

Work with senior and executive staff to establish shortandlongterm plans establishing goals objectives and priorities and allocate personnel resources and staffing to ensure administrative policies are applied into workable processes and procedures for establishing and maintaining organizational control.

Collaborate with external stakeholders to facilitate the implementation of diverse exit strategies and support initiatives. This includes administering various voucher subsidies such as City Fighting Eviction and Homelessness Prevention Supplement (CityFHEPS) Enhanced OneShot Deal Family Homelessness & Eviction Prevention Supplements (FHEPS) as well as facilitating pathways to affordable housing opportunities.

Provide oversight to planning and development data analytics external affairs/press and intraagency work with other government agencies to achieve all Mayoral initiatives with an emphasis on permanent housing.

Oversee the management of data pertaining to The Placement Division processes; capture and disseminate data relevant to vacancies shelter assignments shelter censuses overages transfers rental submission clearances and other support in the permanency process.

Work Location: 33 Beaver Street

Hours/Schedule: Monday Friday 9AM5PM 24 hour on call

Qualifications :

1. A baccalaureate degree from an accredited college or university and four years of progressively responsible experience in a large governmental agency business firm civic or community organization operating in the area of social services including one year at the administrative or managerial level; or

2. Education and/or experience equivalent to 1 above. Graduate education or a license may substitute for up to a maximum of three years of experience in the area of social services but not for the one year of experience at the administrative or managerial level as described in 1 above as follows:

(A)A masters degree from an accredited college or university in accounting business child welfare counseling economics education finance human resources labor relations management management science nursing operations research organizational behavior personnel or public administration political science psychology sociology social work statistics and/or urban studies may substitute for two years of experience; and/or

(B)Graduate education beyond the baccalaureate degree may be substituted at the rate of 30 semester credits from an accredited college or university in the area(s) listed in 2(A) above for each year of experience up to a maximum of three years; or

(C)A valid New York State Registration as a Licensed Clinical Social Worker (LCSW) or Licensed Master of Social Work (LMSW) may substitute for three years of experience.

However all candidates must have a baccalaureate degree from an accredited college and one year of experience at the administrative or management level as described in 1 above.
