The Office of Labor Relations (OLR) represents the Mayor in the conduct of all labor relations between the City of New York and labor unions representing employees of the City. The Commissioner serves on behalf of the Mayor as the Citys liaison with both labor and management in the public sector. The office is authorized by Executive Order 38 (February 7 1967) amended by Executive Order 13 (July 24 1990). Additionally OLR administers the Health Benefits Program Management Benefits Fund Employee Assistance Program Work Well NYC Medicare Part B Reimbursement and PreTax Benefits & Citywide Programs including the Deferred Compensation Plan and NYCE IRA. In addition to negotiating collective bargaining agreements OLR serves as a resource to agencies with regard to workforce labor issues and works with the Municipal Labor Committee (MLC) to pursue innovations in a variety of areas particularly regarding City health insurance programs. The staff at OLR assist their fellow agencies in handling personnel and payroll issues conducting labormanagement meetings representing the City at representation hearings and handling all employee grievances and arbitration matters while also negotiating collective bargaining agreements with the Citys 149 bargaining units.
Under general supervision performs the following tasks:
Assists in negotiations and administration of collective bargaining agreements.
1.Stays abreast of the status of negotiations; works closely
with negotiators in preparing for negotiations; attends
collective bargaining sessions and takes detailed notes.
2.Research collective bargaining demands as needed and provide accurate information.
3.Serves as a specialist on all contracts of assigned bargaining units.
4.Maintains an electronic file with all relevant information (bargaining notes demands signin sheets costings etc.).
5.Prepares pay authorizations to ensure the proper implementation of contract terms once an agreement is reached.
Calculates wage and benefits costs for use in negotiations impasse and related proceedings.
1.Calculates costs in a clear easily understood manner.
2.Prepares cost data and appropriate backup to supervisor and/or OMB for review within prescribed time limits.
3.Adheres to the methodology agreed to by the parties.
4. May assist and/or train staff in costing methodology.
Conducts salary and benefit surveys.
1. Collects data from other jurisdictions; makes necessary
followup to clarify ambiguous responses; keep
organized records of all responses.
2.Analyzes data and prepares clear concise welldocumented reports in accordance with established format.
3.Responds to surveys and information requests from other jurisdictions.
Prepares special reports and studies.
1.Gathers information as directed.
2.Reports and memos are presented in a wellorganized and easily understood manner.
3.Reports are completed by the assigned deadline.
Responds to inquiries from City Agencies and other sources.
1.Answers all calls and written requests courteously within
a reasonable time period. Answers are accurate and pertinent sources are
cited.
2.Refers questions as necessary to appropriate staff and/or other agencies.

Qualifications :
1. A masters degree from an accredited college or university accredited by regional national professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a closely related field and one year of satisfactory fulltime professional experience in one or a combination of the following: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; or in management or methods analysis operations research organizational research or program evaluation; or in personnel or public administration recruitment position classification personnel relations labor relations employee
benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area; or
2. A baccalaureate degree from an accredited college or university accredited by regional national professional or specialized agencies recognized as accrediting bodies by the U.S. Secretary of Education and the Council for Higher Education Accreditation (CHEA) and three years of satisfactory fulltime professional experience in the areas described in 1 above.
