Job Description

The Department of Social Services (DSS) is comprised of the administrative units of the New York City Human Resources Administration (HRA) and the Department of Homeless Services (DHS). HRA is dedicated to fighting poverty and income inequality by providing New Yorkers in need with essential benefits such as Food Assistance and Emergency Rental Assistance. DHS is committed to preventing and addressing homelessness in New York City by employing a variety of innovative strategies to help families and individuals successfully exit shelter and return to selfsufficiency as quickly as possible.

Information Technology Services (ITS) is DSSs technology services organization. ITS mission is to support the daily emergent and longterm needs of both agencies. ITS creates and enhances the technology infrastructure and computer applications that support HRA and DHS and develops applications including a variety of client eligibility and recertification systems case management systems housing systems employment/work engagement services revenue producing computer matches claiming systems and personnel systems.

Information Technology Services (ITS)/DHS Technology Solutions is recruiting for one (1) Deputy Commissioner of IT MIV to function as Assistant Deputy Commissioner DHS Technology Solutions who will be responsible for providing analytical and technical expertise towards the development and maintenance of agencycritical systems within a multiplatform environment. Within this portfolio the Assistant Deputy Commissioner of DHS Technologies will oversee the technology portfolio for all DHS program areas. This includes information systems for Street Outreach Facility Management & Compliance Families Single Adults Crime Prevention and Homelessness Prevention.

The duties and responsibilities of the Assistant Deputy Commissioner of DHS Technologies will include:

Building relationships with DHS program areas senior leadership to ensure strategic alignment and
support of business priorities define and develop overall business objectives and prioritize major
initiatives and information system projects that will fulfill these objectives.

Overseeing the activities of the directors reporting into the Office of DHS Technologies with regards
to the design development and delivery of DHS software solutions planning and implementing agile
work plans preparation of status reports and providing status of assigned projects at user review
meetings.

Planning overseeing and coordinating the upgrade and modification of existing information systems
to take advantage of newer technologies.

Managing the Portfolios staff consultant and project budgets and ensure individual operations are
within budget.

Qualifications :

1. A baccalaureate degree from an accredited college and four years of progressively
more responsible fulltime satisfactory experience using information technology
in computer applications programming systems programming computer systems
development data telecommunications database administration planning of
data/information processing user services or area networks at least 18 months of
this experience must have been in an executive managerial administrative
capacity in the areas of computer applications programming systems
programming computer systems development data telecommunications data
base administration or planning of data processing or in the supervision of staff
performing these duties; or

2. Education and/or experience equivalent to 1 above. However all candidates
must have at least a fouryear high school diploma or its educational equivalent
approved by a States department of education or recognized accrediting
organization and must possess at least three years of experience as described in 1
above including the 18 months of executive managerial administrative or
supervisory experience as described in 1 above.
