Job Description

The Medical Assistance Program (MAP) administers Medicaid and related public health insurance programs for the City of New York. Applying individuals and families are approved for eligibility against applicable Federal and State guidelines. Those found to be eligible can use coverage provided to access doctors medication and other health care services at little or no cost.

Under the general direction of the Senior Director of Medicaid Community Offices with wide latitude for the exercise of independent judgement and initiative the Director of the OutStationed Eligibility Division (OED) manages the operations of staff involved in the processing of applications and service requests for the NonModified Adjusted Gross Income (nonMAGI) and MAGI consumers who qualify to apply for public health insurance directly with MAP.

The Medial Assistance Program (MAP) is recruiting for one (1) Administrative Manager NMII to function as the OED Director who will:

Manage the daytoday activities of staff involved in determining eligibility for Public Health Insurance for NonMAGI consumers. Ensure that staff adheres to agency protocols and complies with Federal State and Local laws and establish timelines. Observe and review work output and results activity reports and conduct group and one on one meetings counseling and on the job training; monitor time and leave.

Responsible for the adherence to policies and procedures established to improve the effectiveness efficiency and productivity of the Borough Offices. Monitor staff activities and operations for uniformity and optimal efficiency.

Interact with other HRA programs New York State Department of Health (NYSDOH) and other agencies on issues related to consumers issues/concerns.

Provide Medicaid Offices statistical management reports to the Program Director. These reports identify deficiencies and provide information to assist management to plan strategies to improve productivity and enhance administrative processes.

Intercede to address and resolve complaints issues and concerns submitted by consumers and government entities.

Guide section managers in the interpretation of policies and procedures and ensures that those policies are being fully implemented.

Qualifications :

1. A baccalaureate degree from an accredited college and four years of satisfactory fulltime progressively responsible clerical/administrative experience requiring independent decisionmaking concerning program management or planning allocation for resources and the scheduling and assignment of work 18 months of which must have been in an administrative managerial executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
2. An associate degree or 60 semester credits from an accredited college and five years of satisfactory fulltime progressively responsible experience as described in 1 above 18 months of which must have been in an administrative managerial executive or supervisory capacity. The supervisory work must have been in the supervision of staff performing clerical/administrative work of more than moderate difficulty; or
3. A fouryear high school diploma or its educational equivalent and six years of
satisfactory fulltime progressively responsible experience as described in 1
above 18 months of which must have been in an administrative managerial
executive or supervisory capacity. The supervisory work must have been in the
supervision of staff performing clerical/administrative work of more than
moderate difficulty; or
4. Education and/or experience equivalent to 1 2 or 3 above. However all
candidates must possess the 18 months of administrative managerial executive or supervisory experience as described in 1 2 or 3 above. Education above
the high school level may be substituted for the general clerical/administrative
experience (but not for the administrative managerial executive or supervisory
experience described in 1 2 or 3 above) at a rate of 30 semester credits
from an accredited college for 6 months of experience up to a maximum of 3
years.
