Personal Attributes Education & Qualifications
- BSc Degree in Engineering Discipline Law Business Administration or equivalent. A post graduate qualification in Procurement Management or Project Management is desirable from a reputable university or equivalent level of institute
- Extensive proven practical experiences of post award management in the execution of EPCIC in Oil and Gas project and subsea project experience would be preferred
- Willing to transfer internationally and be prepared to spend extended durations at the various contract work sites
- Be able to work independently with little supervision but strong sense of responsibility
- A good command of verbal and written English and Mandarin (optional)
- Work experience in Southeast Asia region would be advantageous
Position Recommended Qualifications Experience & Skills
- Preferably 1015 years of experiences in Oil and Gas industry
- Must have sufficient experiences in managing Contractors procurement team especially expeditors site materials controllers and logistics coordinators
- Working knowledge of Oil industry standards and international environmental regulations/ requirements showing the ability to comply with and apply these requirements
- Computer literate in data base/ spreadsheet and relevant software
- Have ability to organize own work and meet strict deadlines
- Proficient in business correspondence contract verbiage report writing with strong analytical negotiation and problemsolving skills
- General understanding of Lump Sum Cost Plus and Unit Rates compensation mechanism for engineering procurement construction installation and commissioning and maintenance / operation related services and preparation/analysis of work execution programmes.
- Well versed in carrying out procurement work in strict compliance avoiding conflict of interest and meeting with high standards of business ethics
- Possession of sound knowledge of project purchasing expediting transportation and materials management functions is desirable
- Good leadership skills along with communication and interpersonal skills

Position Role and Responsibilities
- To be a focal point for Company for post award packages especially for costplus procurement
- Attend Kickoff Meetings as required
- Ensure timely receipt and review of Vendor/Manufacturers overall production schedule and Vendor Data Schedule in accordance with the approved PO/Contract
- Review of Expediting Status Report / Schedule from Contractor
- Ensure timely Vendor Data (VD) submission by Vendor/Supplier and turnaround by CONTRACTOR/COMPANY following the approved Vendor Data Schedule
- Monitor engineering status identify the critical VD impacting package execution monitor detailed procurement manage production/fabrication & inspection expedite the updated production progress/report based on the approved production schedule as well as develop the recovery plan if behind schedule
- Coordinate Third Party Inspection callout or conduct field expediting visits at Manufacturer premise as and when required
- Ensure Vendor issues the proper Notification of Inspection on schedule
- Contractual issues and Variation works with Vendor/Supplier in conjunction with buyer in charge and after getting the approval by authorized people internally
- Coordinate with Logistics team in arranging the shipping forwarder goods collection transportation customs formalities and delivery as required
- Manage and liaise with Contractor for any OS&D or warranty issues
- Manage and liaise with Contractor for Vendor invoices
- Manage closeout of Procurement activities including PO Closeout Reports
- Maintain strict confidentiality and ethics on all contractual matters. Propagate and maintain zero harm culture.
- Record and publish Meeting Memos and chairing a Meeting as required
- Prepare reports as required
- Any other tasks assigned by Contracts and Procurement Manager
