Job Description

The Technical Specialist is a seniorlevel resource with specialized knowledge and experience in a specific technology. The Technical Specialist has an overall knowledge and understanding of application development and architecture that serves as a strong base for technical expertise in a specific product or program. Demonstrates expertise in conveying technical and functional concepts for a specific technical specialty. Identifies improvements to project standards to achieve high quality services/ products. Able to identify best practices and standards for the use of the product. Delivers support and design for industry specific applications that require integration with statewide systems or applications. Interacts with executive level business users or technical experts. May function as a niche technical SME. Advanced experience in the required technical subject matter. Proven experience with a technical specialty across large and complex implementations and systems.

****The candidate must reside in the United States. The candidate must be willing either to use their personal computer to log into a virtual NCDOT workstation (via their Internet access using Citrix and the Cisco AnyConnect vpn) or to come to Raleigh at their expense to pick up an NCDOT laptop. Position is remote with minimal inperson engagement in the Raleigh area.

Description:

The North Carolina Department of Transportation (NCDOT) is seeking a Technical Specialist Solutions Designer contractor (>10 years experience) for a 12month engagement for the Engineering Application Services Department (EAS) to assume responsibility for an existing custom webapplication called QAP and to provide production support analysis design and testing on a missioncritical application for the Department called HiCAMS.

HiCAMS is a custom clientserver PowerBuilder application used to track work materials and payments on North Carolina Division of Highways Construction projects. QAP is a .net web application tied to the HiCAMS database to capture QA and QC data on aggregate and asphalt materials in support of the Materials & Test business unit.

We are seeking someone to take over ownership of the QAP web application part of HiCAMS which would include learning the existing functionality meeting with clients to identify issues and enhancements updating existing documentation to be consistent with the application functionality scheduling software releases and working with developers and database staff to implement the desired changes/enhancements along with providing Production and testing support of the application.

This individual should have practical experience with all phases of the standard software development life cycle including requirements gathering analysis design development unit & system testing quality assurance testing as well as experience with business process transformation and application Production support. Demonstratable experience designing and implementing software solutions in client/server webbased and Sharepoint environments are also valuable skills were seeking.

Required Skills: (10 years)

Experience designing webbased application solutions.

Demonstrated experience in full SDLC with particular emphasis on requirements gathering software solutions design documentation planning testing.

Strong Microsoft Suite experience particularly Word Excel Visio

Ability to work with various levels of clients to design coordinate and implement reengineered business processes via software applications.

Demonstrated criticalthinking analytical and problemsolving skills

Ability to schedule lead and document discussions/outcomes of meetings with clients and IT team(s).

Experience working in a remote software development environment (35 years)

Strong analytical conceptual and technical skills

Positive interpersonal skills coupled with an independent selfmotivated work ethic

Proven written and verbal communication skills including the ability to explain business processes to IT users and IT applications to business users

Preferred Skills:
SQL skills (in any database)
Demonstrated understanding of relational databases
Software development experience (in any language)
