Job Description

The New York City Housing Authority (NYCHA) the largest public housing authority in North America was created in 1935 to provide decent affordable housing for low and moderateincome New Yorkers. NYCHA is home to roughly 1 in 16 New Yorkers across over 177569 apartments within 335 housing developments through public housing Section 8 and PACT/RAD programs.

The Department of Resident Services Partnerships and Initiatives engages NYCHA residents in critical programs services and initiatives in the areas of economic opportunity youth senior and social services; supports NYCHAs extensive network of Resident Associations; and connects residents to opportunities such as financial empowerment business development career advancement and educational programs.

NYCHA seeks a passionate dynamic and resultsoriented leader to serve as the Senior Director of Community Partnerships reporting to the Executive VicePresident of Resident Services Partnerships and Initiatives.

The selected candidate will oversee two critical units within the division:

Family Partnerships Department (FPD) connects residents to critical services and implements programs and policies that support household stability tenancy individual advancement and aginginplace. FPD manages partnerships with external providers and City agencies offering youth senior and social services. FPD also reunites individuals with justice involved history with their family.
The Office of PublicPrivate Partnerships builds collaborations with the private public and philanthropic sectors to support NYCHAs goals of preserving public housing and improving resident access to communitybased services and opportunities. The Department also serves as program liaison to CBOs operating in over 350 NYCHA community facilities.

Responsibilities will include but are not limited to the following:

1. Manage a team of approximately 90 employees including Directors Deputy Director Administrators Chiefs Managers Supervisors Social Workers Coordinators Associates and Administrative Support Staff.
2. Staying abreast of housing trends/best practices implement programs and policies that support household stability and tenancy individual advancement and aginginplace.
3. Further relationships with key City Agencies including the Department of Youth and Community Development (DYCD) Department for the Aging (DFTA) Department of Social Services (DSS) Administration for Childrens Services (ACS) Department of Education (DOE) and Mayors Office of Criminal Justice (MOCJ).
4. Develop and analyze key metrics and outcomes that evaluate the effectiveness of programs and partnerships. Leverage data to continually iterate and improve upon existing strategies.
5. Provide highlevel oversight of key department programs such as Elderly Safe at Home (provides services towards enhancing the quality of life of elderly and nonelderly residents with disabilities who reside in 17 NYCHA developments by providing onsite social services) and Family ReEntry (reunites formerly incarcerated residents with NYCHA families providing supportive services to ensure stability and a successful reentry).
6. Oversee the management of the Community Leasing Portfolio including tracking and monitoring community leases and generating new lease agreements within NYCHA developments to ensure optimal space utilization and engagement efforts.
7. Supervise the management of installations including but not limited to art and act as program liaison to CBOs.
8. Oversee the citywide network of over 50 public and private partners including nonprofits and city agencies providing individualized senior community and social services.
9. Collaborate with NYCHA business units the Public Housing Community Fund NYCHA youth families and communities.
10. Manage the departments budget and handle key fiscal responsibilities including review and approval of cost allocations; approval or disapproval of spending and oversee grants management; and annual financial planning in collaboration with NYCHAs Budget department.
11. Provide emergency coverage as needed to ensure seamless operations and service continuity during unexpected situations or staffing shortages. Respond promptly and efficiently to emergencies adapting to dynamic conditions to maintain productivity and support team and organizational needs.

Qualifications :

1.A masters degree from an accredited school of social work or a masters degree in sociology education or recreation; plus
2.Fifteen (15) years of satisfactory fulltime paid employment in a recognized social agency under public or private auspices of which at least ten (10) years shall have been in an executive and/or top level administrative capacity encompassing supervision of professional social work staff budget preparation working with boards of directors representing the agency and its services and dealing with a variety of social work agencies; or
3.A satisfactory equivalent.
