The Center for Health Equity & Community Wellness (CHECW) seeks to eliminate racial and other inequities resulting in premature mortality. With an unwavering grounding in history and structural analysis CHECW works to increase visibility of the harm perpetuated by centuries of racist socially unjust policy while pushing towards redress for the most impacted NYC communities. CHECW addresses inequity across community and healthcare systems in partnership with community faithbased and health care organizations. CHECWs work focuses on social determinants of health including environmental and commercial determinants and addresses both upstream and downstream factors to improve health and well being of New Yorkers. CHECW is comprised of the Bureau of Bronx Neighborhood Health the Bureau of Brooklyn Neighborhood Health the Bureau of Harlem Neighborhood Health the Bureau of Chronic Disease Prevention the Bureau of Health Equity Capacity Building the Bureau of Equitable Health Systems and the Bureau of Finance Administration and Services.
The divisions Deputy Commissioner also serves as the Agencys Chief Medical Officer. The Bureau of Brooklyn Neighborhood Health; Formerly known as the Brooklyn Neighborhood Action Centers the Bureau of Brooklyn Neighborhood Health will continue to provide oversight and leadership in programming and planning for the Brownsville Neighborhood Health Action Center with satellite programming and planning also occurring at the Bedford and Bushwick District Health Offices. This bureau will support programming planning and research opportunities to address racial inequities resulting in premature mortality in Central Brooklyn. Healthy Start Brooklyn (HSB) and the Citywide Doula Initiative (CDI) work to reduce inequities in birth outcomes in neighborhoods that face elevated and social and health burdens as a result of decades of structural racism and disinvestment. Both programs provide professional nocost doula services HSB also provides health education and parenting support for families in central and eastern Brooklyn. The Bureau of Brooklyn Neighborhood Health seeks to hire a Operations Manager to coordinate the work of the community based doula programs that are partners in the initiative through the Fund for Public Health New York City(FPHNYC).
DUTIES WILL INCLUDE BUT NOT BE LIMITED TO:
Monitor the work of communitybased doula programs that provide services for the Citywide Doula Initiative (CDI vendors) through contracts with the Fund for Public Health in New York City:
Draft budgets; review program plans funding and performance; draft and submit contract documents.
review and process vendor invoices; monitor timeliness of payments; review and approve PAYRS invoices from the Fund for DOHMH;
Oversee the work of staff liaisons who support the CDI vendors as they provide doula services through the initiative.
Train new liaisons and/or vendor staff as needed; Facilitate quarterly doula town halls and bimonthly vendor checkins; attend quarterly 1:1 meetings organized by vendor liaisons regarding program updates vendor performance data reviews timeliness of reports and invoices etc..
Conduct site visits and provide technical assistance as needed to build community capacity especially for nonprofits that have not previously contracted with the city.
Make recommendations for improving CDI policies and procedures based on vendor and communitydoula feedback; perform additional analyses and prepare additional reports on CDI activities for DOHMH leadership.
Identify vendors create purchase orders and monitor procurement for CDI expenses through DOHMH such as promotional items for community members and wireless monitors for hospital partners.
Coordinate special projects such as the CDI Summit for all vendors and doulas working in the initiative; the annual State of Doula Care in NYC report to the New York City Council; a policies and procedures manual for the CDI; and the DOHMH Request for Proposal (RFP) process to select community doula programs to provide services in FY26 and beyond.
Coordinate onboarding process for new staff members including ID card computer and shareddrive access email telephone laptop/tablet etc..
Manage the Language Line process for CDI doulas.
Other duties as assigned.

Qualifications :
1. A baccalaureate degree from an accredited college and two years of experience in community work or community centered activities in an area related to the duties described above; or
2. High school graduation or equivalent and six years of experience in community work or community centered activities in an area related to the duties as described above; or
3. Education and/or experience which is equivalent to 1 or 2 above. However all candidates must have at least one year of experience as described in 1 above.
