Full-Stack Developer

Description of Project

• The Minnesota Department of Information Technology Services (MNIT) partnering with the Minnesota Department of Education (MDE) is seeking a senior developer with Full Stack Development experience with a focus on React and Next.js.
• This project will leverage their full stack development expertise to design develop and optimize scalable highperformance web applications.
• The emphasis will be on utilizing modern frontend technologies to build userfriendly and efficient applications while also contributing to backend services to ensure seamless integration and functionality
• As the statewide administrator for USDA Child Nutrition programs the Nutrition Program Services (NPS) Division of the Minnesota Department of Education (MDE) is keenly concerned with maintaining and improving the automated information technology systems used to operate and manage all Child Nutrition (CN) Programs (i.e. School Meal Programs Summer Food Service Program and Child Summer EBT and Adult Care Food Program).

The senior developer resource will build a new application to handle the summer EBT program provide maintenance and support and when necessary perform enhancements to ensure that NPS can successfully continue it statewide administration of USDA nutrition programs. The goals of this project are to:

• Build a new application that meets the needs of the schools and the districts for the summer EBT program.
• Assist in ensuring Minnesotas compliance with USDA regulations.
• The ideal resource for this engagement will possess extensive experience in building and deploying full stack web applications using React Next.js and backend technologies.

Sample Tasks

• Collaborate with business users business analysts architects and developers to design and implement software solutions focusing on both frontend development (React Next.js) and backend development (Node.js Express).
• Provide work estimates to the project manager regularly update on progress and track progress against the project plan ensuring the milestones are met.
• Formulate technical design program specifications and basic prototypes.
• Elicit/refine requirements and transform software designs and specifications into high functioning code in the appropriate language.
• Architect design and integrate individual software solutions to dependent systems.
• Use modern webbased development tools to create and enhance applications focusing on performance optimization techniques such as lazy loading SSR (ServerSide Rendering) code splitting and SSG (Static Site Generation).
• Test debug and optimize code to ensure that both frontend and backend components meet performance and functional requirements.
• Collaborate with crossfunctional teams (business development QA) to define testing and acceptance procedures ensuring the software is thoroughly tested and meets project standards.
• Perform upgrades to make software and systems more secure and efficient.
• Collaborate with business analyst developers and management to provide training knowledge transfer and documentation for technical support staff.
• Work independently and within the team o design build and implement both frontend and backend components including serverside logic APIs and database interactions that support frontend functionality.
• Mentor and provide guidance to junior developers ensuring high code quality and best practices are followed and help improve their skills through regular code reviews and training.
• Maintain high code quality standards through regular code reviews automated testing and ongoing performance optimizations ensuring seamless integration between the frontend and backend systems.
• Transfer knowledge to project stakeholders.

Desired Experience and Skills:

• 5 years of professional experience in full stack web development with at least 3 years focused on frontend development using React and Next.js.
• Extensive experience in building and deploying full stack web applications using React Next.js and backend technologies like Node.js Express or similar frameworks along with familiarity of RESTful APIs or GraphQL.
• Proficiency in SQL with experience in designing and optimizing complex queries as well as managing interactions between frontend applications and databases. Additional experience with testing frameworks (e.g. Jest Mocha) and writing unit integration and endtoend tests to ensure the reliability and functionality of both frontend and backend components.
• Designing developing and ability to maintain highperformance scalable web applications using React Material UI and Next.js.Create and manage reusable component libraries to ensure consistency across projects and future scalability.
• Implementation of serverside rendering (SSR) and static site generation (SSG) features using Next.js for optimized performance.
• Collaborated with UI/UX designers to implement responsive accessible and visually stunning user interfaces.
• Optimized web applications for speed scalability and crossbrowser compatibility.
• Developed APIs and work with backend teams to integrate with serverside logic.
• Write clean maintainable and welldocumented code that adheres to coding standards and best practices.
• Implemented testing strategies including unit testing integration testing and endtoend testing.
• Debugged and resolved performance bottlenecks ensuring an excellent user experience.
• Worked directly with business users to elicit refine and document requirements.
