  • Citizenship: U.S. Citizenship or Green Card Holder
  • Clearance Requirements: Tier 1 Background Investigation National Agency Check with Law and fingerprints. (Standard Form 85).
  • Travel: Travel is not authorized.
  • Type of Employment: Fulltime 40 hours per week.
  • Period of Performance: 17 February 2025 to 31 August 2025 renewable three (3) option years
  • Estimate Pay: $43.50 to $46.74

Working Hours:
Work is typically scheduled from 8:00 a.m. to 5:00 p.m. Monday through Friday with the option to work remotely up to 80% of the time. The working position is Hybrid On Site and Telework. While the schedule may need to be flexible it will not exceed 40 hours per week or 1040 hours total. The contractor may be occasionally called upon for afterhours as needed.

Summary:
The Business Analyst (BA) position at the Texas Education Agency involves advanced seniorlevel business analysis work on multiple projects aimed at improving outcomes for Texas students. The BA acts as a liaison between the program/customer community and the software development team ensuring that requirements are effectively communicated and managed throughout the entire software development life cycle. This role includes supporting various projects managing requirements specifications and verifying the fulfillment of all requirements including postimplementation enhancements.

Mandatory Qualifications

  • At least 8 years Eliciting requirements from interviews with customers and creating wellwritten system requirements documents
  • At least 8 years Software Development Life Cycle (SDLC)
  • At least 8 years Business process reengineering and software process flow improvement
  • At least 8 years Development of user stories and use cases that conform to business analysis best practices
  • At least 8 years Designing mockups and/or wireframes that conform to UX best practices
  • At least 5 years Demonstrated strong communication and facilitation skills
  • At least 5 years Demonstrated strong writing and organization skills

Preferred Qualifications:

  • At least 3 years Documented work experience with the requirements management software Modern Requirements
  • At least 3 years Documented work experience with the issue tracking software Atlassian Jira
  • At least 2 years Documented experience working for or closely with TEA or another state or local education agency.

Duties/Responsibilities

  • Technical Consulting and Support: Providing complex technical consulting and support services to define develop and improve functional or business processes to meet user and organizational needs.
  • Liaison Role: Acting as a senior liaison between department users and the Information Technology organization to provide technical solutions that meet user needs.
  • Process Analysis and Improvement: Reviewing business processes analyzing existing procedures and systems and making recommendations for improvements.
  • Requirements Management: Soliciting and interpreting client requests documenting client needs and working with users to improve business processes.
  • Project Management: Managing changes to functional Information Technology specifications and ensuring compliance with policies and procedures.
  • Scrum Master Duties: Serving as a Scrum Master as needed overseeing and administering required Scrum ceremonies.
