Shared Health leads the planning and coordination of patientcentred clinical and preventive health services across Manitoba. The Health Care Retention and Recruitment Office (HCRRO) reports to Manitoba Health Seniors and LongTerm Care focusing on recruitment and retention strategies for healthcare professionals including physicians nurses paramedics healthcare aides and allied health professionals.
The HCRRO collaborates with Service Delivery Organizations (SDOs) and government agencies to enhance healthcare workforce resources by streamlining recruitment processes addressing systemic barriers and implementing innovative retention strategies.
Role Overview
We are seeking an experienced Business Analyst to support the establishment and optimization of systems for recruiting Manitobans who are either living within the province but not currently employed in the healthcare sector or those studying/working outside the province. The role will involve collaboration with regulatory bodies and government departments to develop training programs and licensing pathways.
Key Responsibilities
- Develop models for operational service delivery synthesizing stakeholder input with data analysis to create actionable insights.
- Lead teams of business analysts in largescale transformation projects overseeing process design financial modeling value stream mapping and business case development.
- Facilitate stakeholder workshops with executive leadership consolidating outputs to develop futurestate models and transition plans.
- Conduct organizational capability assessments facilitate workshops and develop strategic recommendations for healthcare workforce planning.
- Define business cases for new initiatives establishing key evaluation indicators for solution options.
- Perform data analysis including data mining and developing queries from multiple sources to support decisionmaking.
- Support health human resource planning through workforce analytics and datadriven insights.
Required Qualifications & Experience
- 10 years experience in business analysis including developing operational service delivery models and stakeholderdriven decisionmaking frameworks.
- 5 years experience leading business analysts or consultants in largescale business transformation programs.
- 5 years experience working with complex business architecture including executive leadership engagement and workshop facilitation.
- 5 years experience conducting organizational capability redesign workshops and strategic planning with senior leadership.
- 5 years experience defining business cases for new initiatives including financial and operational impact assessments.
- 5 years experience performing data analysis developing queries and working with large datasets.
- 3 years experience in health human resources or workforce planning data analytics.
- Change Management Certification (Mandatory)
- Certification in Workforce Planning and Management (Mandatory)
