The Administration for Childrens Services (ACS) protects and promotes the safety and wellbeing of children and families through child welfare and juvenile justice services and community supports. ACS manages communitybased supports and foster care services and provides subsidized childcare vouchers. ACS child protection staff respond to allegations of child maltreatment. In juvenile justice ACS oversees detention placement and programs for youth in the community.
ACS Division of Financial Services (DFS) is responsible for supporting planning implementing and monitoring the fiscal functions of the Agency in accordance with City State and Federal oversight guidelines. DFS staff work collaboratively to manage the ACS budget submit monthly revenue claims process payments to provider agencies/vendors monitor the financial health of provider agencies via reviews/audits maintain ACS bank accounts deliver centralized oversight of ACS Child Welfare financial eligibility and oversee data maintenance for financial systems of record.
Within DFS the Claiming & Revenue Accounting Department is responsible for submitting $2 billion in annual claims for Federal and State reimbursement and ensuring ACS compliance with Federal State and City financial regulations. The Claiming Unit ensures that all ACS expenditures including those for foster care subsidized childcare preventive independent living services and administration are claimed to the State and Federal governments so that ACS can receive revenue reimbursement. Claiming must be done in a timely and accurate manner according to oversight guidelines including ensuring childspecific claims are properly researched in terms of funding stream eligibility.
DFS Claiming/Administrative and Grants is seeking a Claiming Analyst who will be responsible for childspecific level claims that entail extensive research and use of various State and City data information systems.
The duties and responsibilities of the Claiming Analyst will include but will not be limited to:
Act as a liaison between Budget Revenue Payments and Programs & Claiming to obtain required information to make informed claiming decisions
Support the preparation of the annual Consolidated Fiscal Report (CFR) to the State Office of Mental Health (OMH) to demonstrate how ACS utilizes OMH funding received from the Department of Health and Mental Hygiene
Participate in developing an Agency Cost Allocation Plan including a comprehensive rewrite of how ACS expenditures are structured and claimed for revenue maximization purposes
Spearhead development of a Claiming guidance binder one stop quick reference manual to provide staff with an overall understanding of the 75 active claiming functions that form the basis for all ACS claims
Develop short descriptions for each claiming function and describe in detail how those functions are claimed (eligibility why or why not it will qualify for certain claims)
Assist with training new claim preparers and provide ongoing guidance for current claims preparers
Help coordinate and oversee how ACS uses Financial Information Services Agency (FISA) reports to reduce manual work.
Conduct research and make decisions on how to properly categorize expenditures on various claims

Qualifications :
A masters degree from an accredited college in economics finance accounting business or public administration human resources management management science operations research organizational behavior industrial psychology statistics personnel administration labor relations psychology sociology human resources development political science urban studies or a Juris Doctor degree from an accredited law school; or
A baccalaureate degree from an accredited college and two years of satisfactory full time professional experience working in one or a combination of the following areas: working with the budget of a large public or private concern in budget administration accounting economic or financial administration or fiscal or economic research; in management or methods analysis operations research organizational research or program evaluation; in personnel or public administration recruitment position classification personnel relations labor relations employee benefits staff development employment program planning/administration labor market research economic planning social services program planning/evaluation or fiscal management; or in a related area.
An associate degree or completion of 60 semester credits from an accredited college and four years of satisfactory fulltime professional experience as described in 2 above.
A fouryear high school diploma or its educational equivalent approved by a States department of education or a recognized accrediting organization and six years of satisfactory fulltime professional experience as described in 2 above.
A combination of education and/or experience equivalent to 1 2 3 or 4 above. College education may be substituted for professional experience at the rate of 30 semester credits from an accredited college for one year of experience. However all candidates must have a high school diploma.
