Position Summary: Seeking an experienced FEMA Disaster Recovery Public Assistance Project Manager to oversee hazard mitigation disaster preparedness resource procurement and project management in accordance with FEMA Public Assistance (PA) guidelines in support efforts with the New College of Florida (NCF). This role will be responsible for managing the full lifecycle of FEMA PA grant processes ensuring compliance with federal regulations and optimizing reimbursement for disaster recovery efforts.
Key Responsibilities: -
FEMA Public Assistance Advisory Services:
- Manage disaster recovery operations in accordance with the Stafford Disaster Relief and Emergency Assistance Act 44 CFR 2 CFR 200 and the Sandy Recovery Improvements Act (SRIA) of 2013.
- Develop and implement processes and systems for managing public assistance documentation including procurement contracts payroll and grant submission.
- Support the preparation and submission of FEMA PA grant applications from inception through project closeout.

Disaster Preparedness & Hazard Mitigation:
- Develop and oversee hazard mitigation plans to strengthen resilience against future disasters.
- Implement alternative procedures for public assistance and debris removal.
- Establish processes for field documentation related to procured goods timekeeping labor and equipment.

Project Management & Compliance:
- Ensure compliance with federal state and local regulations related to disaster recovery funding.
- Attend and represent NCF in meetings with FEMA state agencies insurance representatives and other stakeholders.
- Oversee debris monitoring services ensuring accurate tracking and reporting.
- Conduct risk assessments to identify potential challenges that may impact NCFs ability to optimize FEMA reimbursements.
- Work closely with NCF representatives to resolve eligibility issues and develop justifications for remediation restoration and mitigation projects.

Financial & Grant Management:
- Assist in preparing Public Assistance emergency and permanent work project estimates.
- Develop cost estimates damage assessments scopes of work and labor/equipment tracking reports.
- Ensure proper documentation and tracking of all project expenses for reimbursement.
Qualifications & Experience: - Must be local to Sarasota FL.
- Bachelors degree in Emergency Management Public Administration Engineering Construction Management or a related field.
- Minimum of 5 years of experience managing FEMA Public Assistance (PA) projects disaster recovery efforts or hazard mitigation programs.
- Indepth knowledge of FEMA PA policies Stafford Act 44 CFR 2 CFR 200 and SRIA 2013.
- Proven ability to develop grant applications cost estimates and compliance documentation.
- Experience working with government agencies contractors and insurance representatives.
- Strong project management skills with experience in procurement contracts and financial reporting.
- Ability to assess risks and develop strategies for optimizing federal reimbursements.
- Proficiency in Microsoft Office Suite GIS software and FEMA grant management tools.
Preferred Qualifications: - FEMA Public Assistance Training or certifications (e.g. FEMA PDMG FCO or PA Grants Portal experience).
- Experience managing debris monitoring programs and alternative PA procedures.
