I. DESCRIPTION OF SERVICES
Texas Health and Human Services Commission requires the services of 1 Systems Analyst 2 hereafter referred to as Candidate(s) who meets the general qualifications of Systems Analyst 2 Applications/Software Development and the specifications outlined in this document for the Texas Health and Human Services Commission.
The Department of Information Resources (DIR) requires the services of (1) Systems Analyst II hereafter referred to as Worker who meets the general qualification of Systems Analyst and the specifications outlined in this document for Health and Human Services Commission (HHSC) Information Technology.
II. CANDIDATE SKILLS AND QUALIFICATIONS
Minimum Requirements:
Candidates that do not meet or exceed the minimum stated requirements (skills/experience) will be displayed to customers but may not be chosen for this opportunity. Years Required/ Preferred Experience 7 Required Database management systems and data migration with a strong emphasis on healthcare EHR systems particularly those involving complex integrations like Cerner Millennium. 7 Required Experience in Oracle Microsoft SQL Server or similar database scripting crucial for the efficient migration of data to new SaaS platforms. Also skill in using EXCEL Word Visio and other spreadsheet software. 7 Required Business analysis including reviewing analyzing and evaluating user requirements operational procedures and identifying solutions to automate processes or enhance system functionality. 7 Required Experience in documenting business process flows and standardizes existing and future process flow improvements by conducting data collection and meetings with the subject matter experts to gain full understanding of system usability and documenting the w 7 Required Preparing specifications for data input/output processes. 7 Required Resolving complex datarelated issues using robust analytical skills and logical problemsolving approaches. 7 Required Exceptional oral and written communication skills essential for producing clear project documentation and engaging effectively with stakeholders 7 Required Strong interpersonal abilities to support diverse teams and inspire high productivity and collaboration among team members. 7 Required Indepth knowledge of current IT industry trends and market insights applying them strategically within the organization. 7 Required Architectural concepts principles and tools relevant to infrastructure information systems applications and organizational structure 2 Preferred Prior experience with SaaS model EHR systems and cloud data migrations. 2 Preferred Experience with Texas DIR Project Delivery Framework and document templates 2 Preferred Familiarity with the existing and planned software technology and the global regional and local software architecture and infrastructure components 2 Preferred Experience in regulatory compliance and data security related to healthcare data.

- Support the migration efforts of the integrated resident information system HHSC IRIS which includes Cerner Millennium Dentrix CareTracker and RLDatix Risk Module to a new SaaS solution. This includes comprehensive planning data assessment cleansing and mapping to ensure compatibility with the new system. The Systems Analyst II will be responsible for designing and implementing workflows that integrate with the existing system ensuring a seamless transition and optimal functionality of the new system. The Worker will document all phases of the migration process engage with clinical and IT stakeholders for requirements gathering and ensure clear communication throughout the Software Development Life Cycle. (40%).
- Ensures that design complies with HHSC standards. This task also involves setting up validation and auditing processes to maintain data integrity postmigration. (10%)
- Perform necessary testing of the migration process including creating and executing Unit test scripts managing test scenarios analyzing test results and debugging issues. Utilize established software development and testing standards to ensure the reliability and functionality of the new SaaS solution. (25%)
- Provide regular updates on the migration progress to all project stakeholders including immediate managers technical leads developers and business analysts. Use ticketing systems for information sharing and problem resolution. Prepare and deliver presentations and updates to both internal and external audiences to explain the migration process system functionality and technical challenges (15%)
- Facilitate the smooth transition to the new system by providing strategic oversight and support postmigration. This includes training endusers preparing comprehensive system documentation and recommending strategies for optimizing system performance based on feedback and performance metrics. (10%)
