Job Description
Cost Estimation and Budgeting:
- Prepare and oversee detailed cost estimates for infrastructure utilities projects including material labor and equipment costs.
- Develop manage and monitor project budgets ensuring alignment with financial objectives.
- Conduct value engineering to optimize project costs without compromising quality.
Tendering and Procurement:
- Lead the preparation and evaluation of tender documents BOQs and contracts for largescale projects.
- Negotiate with suppliers subcontractors and service providers to secure competitive pricing and favorable terms.
- Ensure all procurement activities comply with project timelines and specifications.
Cost Control and Management:
- Monitor and track project expenditures identifying and addressing variances from approved budgets.
- Prepare detailed cost reports forecasts and financial analyses for stakeholders.
- Assess and manage changes to project scope preparing cost implications for client approval.
Contract Administration:
- Manage contractual obligations ensuring compliance with terms and conditions.
- Handle claims variations and disputes ensuring timely resolution.
- Liaise with legal and contractual teams to address and mitigate potential risks.
Risk and Opportunity Management:
- Identify potential costrelated risks and develop mitigation strategies.
- Analyze market trends competitor activities and project performance to identify costsaving opportunities.
Team Leadership and Collaboration:
- Lead a team of quantity surveyors providing guidance mentorship and performance management.
- Collaborate with project managers engineers and other stakeholders to align objectives and ensure smooth project execution.
- Act as the key point of contact for clients regarding cost and contract matters.
Requirements
Education:
- Bachelor s degree in Quantity Surveying Civil Engineering or a related field.
- Professional certification (e.g. MRICS CIQS or equivalent) is highly preferred.
Experience:
- At least 10 years of experience in quantity surveying with a strong focus on infrastructure utilities projects.
- Proven track record of managing costs and contracts for largescale projects preferably in the UAE or Gulf region.
Technical Expertise:
- Indepth knowledge of construction processes materials and infrastructure utilities (e.g. roads water energy).
- Proficiency in cost management tools such as CostX Candy or Primavera.
- Familiarity with international contract standards including FIDIC and NEC.
Soft Skills:
- Strong leadership and decisionmaking abilities.
- Excellent communication and negotiation skills.
- High level of accuracy attention to detail and analytical thinking.
