Job Description

Summary:

you will be responsible for the full lifecycle of procurement purchasing and subcontracting activities ensuring compliance with company policies and procedures while optimizing cost quality and delivery. The position involves developing and executing procurement strategies managing supplier relationships negotiating contracts and overseeing subcontractor performance. This role requires a strong understanding of contract law procurement best practices and excellent communication and negotiation skills.

Key Responsibilities:

Procurement & Purchasing:

  • Develop and implement procurement strategies aligned with project requirements and company objectives.
  • Identify evaluate and select qualified suppliers and subcontractors based on predefined criteria (e.g. price quality delivery capacity).
  • Manage the entire purchasing process from requisition to delivery and payment ensuring timely and accurate execution.
  • Negotiate favorable pricing and contract terms with suppliers and subcontractors.
  • Prepare and issue purchase orders and subcontracts by company policies and legal requirements.
  • Monitor market trends and identify potential cost savings opportunities.
  • Manage supplier performance and address any issues related to quality delivery or service.
  • Maintain accurate procurement records and documentation.
  • Implement and manage eprocurement systems (if applicable).

Subcontractor Management:

  • Develop and manage the subcontractor prequalification process.
  • Prepare and issue requests for proposals (RFPs) and evaluate subcontractor bids.
  • Negotiate subcontract agreements ensuring compliance with project requirements and legal regulations.
  • Administer subcontracts including monitoring performance approving invoices and managing change orders.
  • Ensure subcontractors comply with safety regulations and quality standards.
  • Manage subcontractor relationships and resolve any disputes or performance issues.
  • Evaluate subcontractor performance and provide feedback for continuous improvement.

Contract Management:

  • Review and analyze contract terms and conditions.
  • Ensure all contracts are compliant with relevant laws and regulations.
  • Manage contract changes and variations.
  • Monitor contract performance and identify potential risks or issues.
  • Maintain accurate contract records and documentation.
  • Collaborate with legal counsel on complex contractual matters

General Responsibilities:

  • Develop and maintain strong relationships with internal stakeholders and external suppliers/subcontractors.
  • Contribute to the development and improvement of procurement policies and procedures.
  • Prepare and present reports on procurement and subcontracting activities.
  • Stay uptodate on industry best practices and trends.
  • Adhere to ethical procurement practices and maintain confidentiality.

Qualifications :

Qualifications:

  • Bachelors degree in Engineering Business Administration Supply Chain Management or a related field.
  • Proven experience (typically 4 years) in procurement purchasing and subcontract management preferably in a related industry (e.g. construction engineering manufacturing).
  • Strong understanding of contract law and procurement principles.
  • Proficient in Microsoft Office Suite (Excel Word PowerPoint).
  • Experience with ERP systems and eprocurement platforms is a plus.
  • Professional certifications (e.g. CIPS CPSM) are preferred.
